Louisville City Council Meeting <br />September 5, 2000 <br />Page 18. <br /> <br />Karen Mulholland, 1870 Plaza Drive, Louisville, CO, stated that the Fischer family has <br />roots in Louisville and has been very successful in ali their business ventures. She felt the <br />zoning is appropriate to the surrounding neighborhood. She stated that she strongly <br />supported the proposed Fischer project. <br /> <br />Risa Heywood, 347 Spruce Lane, Louisville, CO, stated that she is among a number of <br />neighbors who have signed a petition in favor of the proposed development. She felt that <br />the proposed development is compatible with the surrounding areas. As to the suggestion <br />of making the Fischer property open space, Heywood stated it would only benefit a few <br />adjacent homeowners and she would rather see the City purchase large pieces of open <br />space land that would benefit more people. She asked Council to approve the proposal. <br /> <br />Fred Banta, 370 W. Spruce Lane, Louisville, CO, stated that he lives directly across from <br />the Fischer property and wholeheartedly supports the Fischer proposal. <br /> <br />Anne Glatfelter, 320 West Street, Louisville, CO, stated that she lives across'from Jobelle <br />Fischer. She stated her belief that family land is sacred and should be developed <br />according to the family's wishes. She noted that JoBelle has been very courteous to <br />neighbors, concerned about the neighborhood and conducted meetings to gain <br />neighborhood input. She stated that she did not think the traffic generated by the <br />development would be significant. She did not feel the property is suited for open space. <br />She stated that she fully supported the Fischer family in their project. <br /> <br />Susan Szollosi, 326 W. Spruce Lane, Louisville, CO, stated that she and her husband <br />believe that the Fischer plan is appropriate with the surrounding areas. She stated that <br />they have spoken to many neighbors who support the project. <br /> <br />Tave Fruge', 383 Spruce Lane, Louisville, CO stated that he was relieved that the <br />proposed development fits so well within the neighborhood. He stated that the <br />neighborhood would be serviced with roads. He stated that he supports the development <br />and urged to Council to approve it. <br /> <br />Davidson closed the public hearing. <br /> <br />Davidson asked City Attorney Light to clarify Council's authority with respect to an <br />Enclave. Light stated that if the property is an Enclave, the general rules of annexation do <br />not obligate the City to annex the property. The annexation can be denied for any reason <br />or no reason at all. Light noted that there is an exception for Enclaves, completely <br />surrounded for at least three years, that provides the property owner the right to submit an <br />annexation petition. If that petition is not acted on within one year, the property owner <br />has a right to request an injunction to require that the property be annexed.
