Louisville City Council Meeting <br />September 5, 2000 <br />Page 20. <br /> <br />Mayer reviewed the history of the developments of the surrounding neighborhoods and <br />respective zonings as presented by Planning Director Wood. He noted that McStain, in <br />return for higher density lots, compensated the City with open space, therefore, he did not <br />feel it was a fair comparison. He reviewed that Spruce Lane and Treehaven annexations <br />were zoned as rural residential, which is no longer permitted. He noted that in response <br />to observations made about the zoning, a whole new range of zoning regulations was <br />established. He stated he did not support the zoning category of SF-LD. <br /> <br />Levihn asked Mr. Hine how many people have actually opposed the project. Hine stated <br />about 12 people have voiced their opposition. Levihn stated that he has walked through <br />the property and agrees with Hine that there are some nice views. He stated that the City <br />will probably not purchase the Fischer property for open space and eventually <br />development will occur there. Levihn stated that he likes and supports the project. <br /> <br />Sisk stated that he favors the project and asked Mr. Spare how large the homes would be. <br />Sparn stated that that has not yet been determined. Sisk voiced his concern that the <br />neighbors would lose their views and asked the developers to work with those neighbors. <br />He stated that he would be disappointed if the homes are not similar in size to those in the <br />surrounding neighborhood. Sparn stated that would be dealt with at the platting stage. <br />Sisk stated that he would like to see the issue of ownership of the small strip of property <br />on the southern boundaries cleared up. Sisk stated that he agreed with the SF-LD zoning. <br /> <br />Davidson asked about the affordabitity of the homes and asked Sparn for the projected <br />selling price. Sparn stated that the V2 acre lots would be considerably less than the 1 acre <br />lots. With respect to the affordability of the homes, Spare stated that the term was <br />relative. <br /> <br />Davidson asked about a clause in the annexation petition, which exempted the Fischer <br />property from paying taxes until next January. Scarbaugh stated the clause was a part of <br />the standard form received from the City. Davidson asked why the Resolution states that <br />the annexation is desirable and necessary. Scarbaugh stated that was part of the City of <br />Louisville's form. <br /> <br />Davidson asked about the consistency of the neighborhood, and asked if the applicant <br />would consider, Under Resolution No. 51, an additional condition that limits the square <br />footage to 2,400. Sparn stated that they would not be in favor of being limited to <br />building 2,400 square foot homes. He noted that in conversations with the neighbors, the <br />square footage of the homes was never discussed. Davidson asked Planning Director <br />Wood the maximum square footage that could be built under the SF-LD zoning. Wood <br />stated that the SF-LD zoning requires a minimum lot area of 21,780 SF or ½ acre and <br />provides for a 20% lot coverage maximum. <br /> <br />20 <br /> <br /> <br />
