Louisville City Council Meeting <br />September 5, 2000 <br />Page 23. <br /> <br />that there would be an average of two patrons per vehicle and that 25% of the patrons <br />will walk from within the ~A mile radius. Regular bus service (Route 228 & the Call-n- <br />Ride) is provided to this site. Seventy-eight indoor seats and twenty-eight outside seats <br />are to be provided in the entire development at full occupancy. The outdoor seats are <br />seasonal and generally not used to accommodate additional business. Staff projects that <br />around the peak hour, of noon 210 parking spaces will be occupied. That is less than the <br />225 parking spaces provided across the parcel. <br /> <br />The Planning Commission reviewed the information presented by the applicant, the <br />analysis provided by Staff and found the proposal to have met applicable regulations, and <br />recommended approval to City Council. The applicant has met all conditions of approval <br />recommended by the Planning Commission. <br /> <br />Davidson called for Applicant Presentation. <br /> <br />Frank Marceau, Director of Development, O'Connor Development LLC, 6685 Gunpark <br />Drive, Boulder, CO, stated that he was available to address Council questions. <br /> <br />Sisk asked if there is a shared access agreement. Marceau stated that the parking <br />agreement was submitted to Staff and noted that Mr. O'Connor owns both properties. <br />Sisk stated that the parking spaces provided are less than what the guideline allows. <br />Marceau stated that the project provided for 8.8 parking spaces per 1,000 square feet of <br />floor area. Sisk voiced his concern that added traffic in the Center would create a <br />hazardous situation and asked how many more rental spaces are available. Marceau <br />stated that there are four more possible spaces. Sisk asked what area those other <br />proposed business would use for parking. Marceau stated that Chipotle would utilize the <br />medical office building parking for overflow where there is a 30% surplus of spaces. <br /> <br />Mayer voiced his concern with the parking issue. <br /> <br />Howard concurred with the parking concerns, but noted that the Quizno's, which is in the <br />same area, does not seem to have parking problems because of the quick turnaround of <br />customers. <br /> <br />Sisk noted the difference is that Chipotle is a seat-down restaurant and Quizno's is more <br />of a take-out restaurant. He stated that Chipotle, Starbuck's and Quizno's will all utilize <br />the same-shared driveways. <br /> <br />MOTION: Howard moved that Council approve Resolution No. 52, Series 2000, <br />seconded by Levihn. Roll call vote was taken. Motion passed by a vote of 5-2. Sisk and <br />Mayer voted no. <br /> <br />23 <br /> <br /> <br />
