Motion passed by a vote of 5-2. Sisk and Mayer voted no. <br /> <br />RESOLUTION NO. 54, SERIES 2000 - FINAL PUD DEVELOPMENT PLAN, <br /> LOT 5, LOUISVILLE PLAZA, FILING NO. 2 (LEHRER'S FLOWERS) <br /> <br />Davidson called for Staff presentation. <br /> <br />Planning Director Wood stated that there is a great deal of similarity between Resolution <br />No. 54, (Lehrer's Flowers) and the next agenda item, Resolution No. 55, (Black Diamond <br />Car Wash), therefore, he would address the majority of the issues on the first application. <br /> <br />Wood stated that David Byerly, on behalf of Lehrer's Flowers, has proposed two, single- <br />story commercial buildings on one lot at the northeast comer of South Boulder Road and <br />Plaza Drive. Each building is approximately 3,400 square feet. The southern building <br />would be devoted to Lehrer's Flowers. The northern building is currently speculative <br />with no identified tenants, but is designed for retail, service and limited restaurant use. <br /> <br />Wood noted that the proposed uses are permitted under the Louisville Plaza General <br />Development Plan, adopted in 1990. The parcel immediately east is zoned PC-Planned <br />Community, with commercial uses permitted on the southern 20 acres and residential on <br />the northern half. That General Development Plan was adopted in 1989. <br /> <br />Wood reported that the Subdivision & Development Agreement approved for Louisville <br />Plaza Filing No. 2 applies to this property owner. A development Agreement will be <br />executed which restates the Subdividers obligations, including Hecla Way improvements, <br />the public sanitary sewer, and site-specific development requirements related to grading, <br />drainage and the shared access drive. Wood stated that there is a PUD note that prohibits <br />the issuance of building permits prior to the Hecla Way inclusion with a first layer of <br />asphalt. Wood noted, with respect to the site plan, the only access is Hecla Way. <br /> <br />Wood reviewed the parking and proposed uses of the Lehrer's building, which includes a <br />retail area, however, most of the building will be devoted to their delivery and design <br />business. The speculative building may house retail or businesses limited service <br />restaurant, however, full service restaurants could not be accommodated because there is <br /> <br />24 <br /> <br /> <br />
