Louisville City Council Meeting
September 5, 2000
Page 27.

Mayer asked Hartronft if the cap would only be on the top of the wall. Hartronft
confirmed the location of the flagstone cap. Mayer voiced his concern on the landscape
plan. Mayer stated that the south side of Lehrer's has blank exposed walls and should
have some trees added.

Council Member Howard left the meeting at 12:25 a.m.

Sisk noted that there was quite a large amount of glass in the proposed buildings. He
asked the applicants if they are aware of the sign regulations. Chisholm stated that they
are aware of the City's sign code. Sisk asked Planning Director Wood why the Staff
required the flagstone wall. Wood stated that the development is 1,000 feet from the
eastern City limits and in-between the City limits and the actual entryway to the City.
Wood stated that Staff's concern focused on the length of the retaining walls, and felt
they should reflect a higher quality material than the unfinished end blocks.

Sisk asked for an estimate of the cost differences. Chisholm stated that flagstone would
be two to three times more costly than the split face block wall with a flagstone cap.

MOTION: Keany moved that Council approve Resolution 54, Series 2000, striking
condition No. 1, and permitting construction of retaining walls made of split face block
with a flagstone cap, and adding a condition which prohibits outside sales, seconded by
Sisk.

Mayer offered a friendly amendment that the south side of the building includes Blue
Spruce trees.

Keany and Sisk accepted the friendly amendment.

Roll call vote was taken. Motion passed by a vote of 6-0.

RESOLUTION NO. 55, SERIES 2000 - FINAL PUD DEVELOPMENT PLAN,
LOT 6, LOUISVILLE PLAZA, BLACK DIAMOND CAR WASH

Davidson called for Staff presentation.

Planning Director Wood stated that Rachel Gerdty, represented by Hartronft-Fauri
Associates, has proposed a full service car wash on the north side of South Boulder Road,
1,000-feet west of the east boundary of the City. This double frontage lot is located in
existing platted subdivision. Wood stated that the proposal is for a 6,500 square foot

27
