Louisville City Council Meeting <br />September 5, 2000 <br />Page 3. <br /> <br />implement temporary measures to keep the line safe through the summer of 2002, <br />allowing Louisville time to implement a financing strategy. <br /> <br />Wood reviewed PSCo's primary request to replace the existing wood H-frame structures <br />with a single steel monopole. Wood noted that over the 4.4 miles of corridor, between <br />the Louisville Reservoir and the Louisville sub-station, there are 32 existing structure <br />locations and at two poles per location, there are a total of 64 poles in the corridor. Wood <br />stated that the applicant submitted a table comparing the above ground alternatives that <br />include: 1.) The steel monopoles, heights ranging between 62'-86'. 2.) The H-frame <br />poles, heights ranging between 52'-71'. 3.) Replacing the old poles with new wood poles <br />at the same height. The color of the poles are a dulled-galvanized color or an alternative <br />corten type finish. Wood noted that the trade off between the H-frame and the single steel <br />pole is that the H-frames are shorter, but new poles would have to be added to maintain <br />the minimum required ground clearances for the wires. <br /> <br />Wood stated that the Planning Commission has forwarded a recommendation to City <br />Council of denial of the PSCo Special Review Use application. The Planning <br />Commission recommended that the City work with the applicant to bury the lines if <br />financially and technically feasible. <br /> <br />Wood summarized the possible options for Council: 1.) Pass Resolution No. 42, Series <br />2000, disapproving the Special Review use. 2.) Pass a Resolution approving the Special <br />Review Use for one of the above ground alternatives, with or without conditions. 3.) <br />Remand the applicant to the Planning Commission. 4.) Authorize necessary short-term <br />above ground repairs and negotiate further with PSCo on undergrounding options. 5.) <br />Continue the public hearing. <br /> <br />Wood introduced and read into the record a series of emails and the content of a <br />telephone call he had received relative to the power line issue. He requested that Council <br />make those emails and the telephone call part of the record. <br /> <br />Davidson stated the documents identified by the Planning Director would to be included <br />in the record. <br /> <br />Davidson called for Applicant presentation. <br /> <br />Michael Diehl, 550 15th Street, Suite 700, Denver, CO, representing PSCo, reviewed the <br />application to rebuild the line. He stressed the necessity to replace the conductors and the <br />support structures on the existing line to provide safe and reliable electricity to Louisville <br />and the surrounding areas. Diehl stated that the proposed structures, line configuration, <br />and operation provide a significant reduction in magnetic fields over the existing line. <br /> <br />3 <br /> <br /> <br />
