Louisville City Council Meeting <br />September 5, 2000 <br />Page 4. <br /> <br />Diehl reviewed that PSCo proposes a single steel pole that is 10 to 15 feet taller than the <br />existing double wood pole structures. He noted that the single steel poles would reduce <br />the number of poles within the right-of-way and provide a cleaner look. <br /> <br />Diehl stated that PSCo believes it has provided all necessary materials and justification <br />for the Special Review Use permit and recommends approval of the permit for the <br />proposed single steel pole transmission lines. He noted that materials must be ordered <br />and the design work completed so that the line may be upgraded by the summer of 2001, <br />an electrical peak period. <br /> <br />Diehl stated that the City and PSCo have spent a great deal of time and money to research <br />possible financing mechanisms to pay for the burying the transmission lines. He noted it <br />has been determined that there is no financing mechanism available to the City of <br />Louisville due to its statutory status and that PSCo does not have the available funds to <br />finance the burial of the lines. He stated that PSCo is a public utility service and must <br />devote its funds to constructing necessary facilities to ensure that customers have safe <br />and reliable service. <br /> <br />Diehl reviewed PSCo's temporary measures to upgrade the system. He stated that PSCo <br />would raise 15 structures and add 6 intermediate structures to keep the lines safe through <br />the summer of 2002, which would allow the City the necessary time to investigate <br />financing alternatives for burial of the lines. He stated that if the City is inclined to <br />approve an above ground alternative, or temporary measures with an above ground <br />alternative later, that PSCo be allowed to alter the alignment of the existing line through <br />the Arista and Storage Tek properties. He noted that PSCo has been approached by both <br />entities to relocate the lines. He stated that any relocation would be subject to City of <br />Louisville approval. He asked the City to approve the Special Review Use application. <br /> <br />Davidson asked Diehl for a projected cost on the temporary measures. <br /> <br />Diehl stated the cost to raise 15 structures is $9,000 per structure and to add 6 <br />intermediate structures, at $16,400 per structure, would bring the total costs to $233,400. <br />Diehl noted that the City would be responsible for paying the cost of the temporary <br />measures. If the City decides to bury the line, PSCo remains willing to make the <br />$2,005,025 contribution toward the cost of burial. <br /> <br />Davidson opened the public hearing and asked if anyone wished to speak for or against <br />Resolution No. 42, Series 2000. <br /> <br />PUBLIC COMMENT <br /> <br />4 <br /> <br /> <br />
