Louisville City Council Meeting <br />September 19, 2000 <br />Page 11. <br /> <br />asked that the Planning Commission look at the issue with respect to the entire City of <br />Louisville. <br /> <br />Brown concurred with the comments made by Howard and stated that rerouting the line <br />should be reviewed and Council should exhaust all opportunities to find a solution that <br />will work for the City. He agreed that the SRU should be remanded back to the Planning <br />Commission. <br /> <br />Sisk commented on the letter received by Xcel Energy and stated that he had met with <br />PSCo. According to the letter, they can no longer perform the temporary measurers and <br />must proceed with the upgrade in order to serve their customers. He noted that, when <br />asked, PSCo could not comment on how much of the energy is being generated by <br />Louisville. He reviewed that a denial would probably be appealed to the Public Utility <br />Commission or the District Court. He did not believe that PSCo was inclined to go <br />through an alternate route because of their current right-of-way easements. He concurred <br />that the SRU should be remanded to the Planning Commission. He asked that the <br />Planning Commission consider what is in the best interest of the City of Louisville. <br /> <br />Keany stated that he has heard concerns voiced by prospective businesses stating <br />reluctance to locate in Louisville for fear that brownouts will affect their businesses. He <br />noted that this is an economic concern and should be seriously considered. He agreed <br />that the SRU application should be remanded back to the Planning Commission. <br /> <br />Levihn stated that he has spoken to many people who are not in favor of taxing <br />themselves to pay for undergrounding of the line and therefore, a citywide vote is not <br />necessary. He stated that other alternatives do not look promising. <br /> <br />Mayer stated that he has also asked PSCo about Louisville's consumption of power and <br />has been repeatedly told that the information is not known. He voiced his concern over <br />the prospect of brownouts or blackouts. He stated that he would be interested in <br />evaluating an alternate route of the power lines and suggested the City's consultant <br />evaluate the feasibility and the cost implications. Mayer stated that if the poles were <br />decided upon, he would want standards set by the Planning Commission. <br /> <br />Keany commented that rerouting the power lines would require the County <br />Commissioner's approval. He noted that Council would need some indication that the <br />County would consider rerouting of the lines. <br /> <br />Davidson noted that CDOT would also have to approve the rerouting of the lines. <br />Davidson stated that PSCo already reroutes lines otherwise there would be brownouts all <br />the time.
