Louisville City Council Meeting
September 19, 2000
Page 25.

Sisk stated that Council has discussed the issues brought by Urban Wildlife Task Force
and the Open Space Advisory Board. He stated that he would not support the motion in
terms of having a complete dismissal. He stated that there are people who are interested
and committed to this project and he looked forward to sharing their information.

There was Council discussion relative to the Via Appia colony, Table 2 of the study, that
dealt with the three entry sides the vegetation coverage.

Davidson called for a vote on the amendment that would relocate as many prairie dogs as
possible and terminate the balance. He asked if there was any more discussion.

Keany asked about the time frame and stated that he heard comment on the need to create
a long-term plan. He stated that he could support the amendment if there was an
established time frame.

There was Council discussion relative to the length of time to create a long-term plan.
Dr. Stone was asked to estimate a reasonable amount of time for the development of a
management plan. Dr. Stone stated that it could be done within a year and would involve
working with the County and the US Fish & Wildlife. He estimated that it could
reasonably be done in six months to a year.

Keany suggested that Condition No. 3, stipulate an 18 month timeframe, allowing 12
months to complete the plan, and if it were not in place within the following 6 months,
Council would go forward with the Mayor's amendment.

Davidson modified his amendment to the motion, to adopt a management plan that would
be put in place within 18 months, after which time, as many prairie dogs as possible
would be relocated and those not relocated would be terminated. Howard accepted the
modification of the amendment.

Brown asked that the discussion be reopened so that he would be clear on the
amendment. He asked if Council is voting on the amendment's suggestion that a plan be
in place within 18 months, or move forward as suggested by Mayor Davidson to relocate
as many prairie dogs as possible and terminate those that cannot be relocated. Brown
stated that if the plan called for a different solution, Council would adopt the plan.

Davidson confirmed the amendment as stated by Councilman Brown.

25
