Louisville City Council Meeting
September 19, 2000
Page 27.

He urged Council to allow the Open Space Advisory Board the time to develop a
comprehensive plan.

Keany asked Dr. Stone if the colony includes prairie dog stragglers who have migrated
up the street and walkways and burrowed into surrounding homes. Dr. Stone stated that
those are considered part of the same colony.

Keany asked if there were ways to selectively eradicate the stragglers and close up the
holes to try to contain the colony so that it is closer to the open space areas and away
from residences. Dr. Stone stated that it could be an ongoing effort and noted there would
be no way to accomplish that in a one-time effort. He stated that the City of Fort Collins
attempted many times years ago, to figure out ways to contain colonies by building
structures and fences. Nothing however, was completely effective in their ongoing
attempt to move prairie dogs to the other side of the fence.

Keany asked, if the fire station was left as it is, and the church property completely
eradicated, wouldn't the fire station colonies repopulate the area across the street. Dr.
Stone stated that was likely, however, the church property is privately owned and has the
ability to immediately dispose of the prairie dogs.

Howard asked if prairie dogs could be relocated outside the County. Dr. Stone stated that
there is state legislation preventing relocation without the permission of the receiving
County.

Brown clarified his understanding that Council will allow twelve months for the
development of a comprehensive management plan, and after eighteen months move
forward. However, if the Open Space Advisory Board or Urban Wildlife Task Force
comes before Council and asks for another six months, Council will conduct a hearing to
determine if the additional six months is needed. He stated that it is important to take
action within that time frame.

Sisk called for question on the motion.

There was further discussion with regards to the Urban Wildlife Task Force and Open
Space Advisory Board recommendations and agreement that all four were accepted.

Howard called for question on the motion.

Davidson commented that the decision is basically no decision. He noted that sixteen
months from now, more time and funds will be requested. He stated that Council is
delaying action again.

27
