Louisville City Council Meeting <br />September 19, 2000 <br />Page 4. <br /> <br />meeting the parking requirement for freestanding restaurant uses or related provisions. <br />Version C approves the fee in-lieu ordinance, but recommends that no specific use may <br />be permitted as exempt from the parking requirements for downtown Louisville (the <br />restaurant exemption). In all the versions, Ordinance No. 1341, Series 2000 also provides <br />for the establishment of a downtown parking improvement fund into which all parking <br />improvements fees shall be deposited. The fund may be used to construct facilities, <br />purchase land, etc. <br /> <br />Ranu reviewed the City's commitment to alleviate the downtown parking demand. He <br />noted that Eco Bus passes were issued to City employees and the improved bus service to <br />the downtown area, Bus Line No 228 and Call-N-Ride services are now available. He <br />noted that Ordinance No. 1341 is a continuation of the evaluation of programs <br />implemented by the City. <br /> <br />PUBLIC COMMENT <br /> <br />Ronda Grassi, 916 Main Street, Louisville, CO stated that she is President of the <br />Downtown Business Association and President of the Business Improvement District. <br />She reported that she personally spoke with a majority of the downtown businesses and <br />property owners who supported the BID. She noted that the number one priority was <br />solving the parking issue and that the downtown businesses are willing to tax themselves <br />in order to improve the downtown area. She stated the only question remaining is the fee. <br />Grassi stated her belief that the $10,500 per space fee is inflated and asked Council to <br />consider the fee carefully. She felt that the $10,500 fee would discourage downtown <br />businesses. She urged Council to establish a reasonable fee and adopt the ordinance. <br /> <br />Sheri Levine, 1005 Spruce Street, Boulder, CO stated that she is the owner of the <br />property at 601 Main Street. She expressed concern that her approved PUD would be <br />subject to the parking ordinance. She stated that her PUD was approved without <br />specifically requiring parking. She asked that approved PUD's be grandfathered or <br />exempt from the ordinance. <br /> <br />Max Barber, 732 Main Street, Louisville, CO stated that he has an approved PUD tbr the <br />expansion of the Melting Pot Restaurant. He disagreed with the ordinance being <br />retroactive to existing approved PUD's. Barber asked that the City live-up to the terms of <br />the PUD agreement. <br /> <br />Arlin Lehman, 908 Main Street, Louisville, CO stated that he understands the concerns <br />voiced by the business owners.
