Louisville City Council Meeting <br />September 19, 2000 <br />Page 3. <br /> <br />Mayor Davidson read the proclamation awarding City Clerk Nancy Varra the prestigious <br />designation of "Certified Municipal Clerk" (CMC) from the International Institute of <br />Municipal Clerks (IIMC) for achieving its high educational, experience and service <br />requirements. <br /> <br />Davidson awarded the proclamation and the IIMC plaque to City Clerk Varra. <br /> <br />Varra thanked the Mayor and City Council, City Administrator Bill Simmons, Finance <br />Director Dianne Ray and all the City Staff for their support. <br /> <br />ORDINANCE NO. 1341, SERIES 2000 - AN ORDINANCE ESTABLISHING A <br />PARKING IMPROVEMENT FEE TO ASSIST IN MEETING PARKING NEEDS <br />IN DOWNTOWN LOUISVILLE, AND AMENDING CHAPTER 17.20 OF THE <br />LOUISVILLE MUNICIPAL CODE AND THE LOUISVILLE COMMERCIAL <br />DEVELOPMENT DESIGN STANDARDS TO PROVIDE THAT OFF-STREET <br />PARKING REQUIREMENTS FOR DOWNTOWN LOUISVILLE MAY BE <br />SATISFIED IN WHOLE OR PART BY PAYMENT OF A PARKING <br />IMPROVEMENTS FEE - 2"d reading - public hearing (advertised Daily Camera <br />July 3, 2000) continued from 8/15/00 <br /> <br />Davidson called for City Attorney presentation. <br /> <br />City Attorney Light read Ordinance No. 1341 Series 2000. <br /> <br />Davidson opened the public heating and called for Staff presentation. <br /> <br />Manjeet Ranu, Planner I, reported that a conceptual parking plan was developed by <br />certain downtown interests that provided for an additional 115 parking spaces. The <br />Public Works Department estimated the capital cost to construct or reconstruct areas <br />along Front Street, Walnut Street, and Spruce Street at $851,000 or $7,400 per space. <br />Additional land needed to implement the parking plan was projected to cost <br />approximately $356,000 or $3,000 per space. These estimations bring the total cost per <br />space to $10,500. <br /> <br />Ranu reviewed the three versions of the ordinance presented to the Mayor and Council. <br />Version A establishes a fee in-lieu of providing parking to meet the requirements of <br />Ordinance No. 1287, Series 1998, establishing a downtown parking requirement for new <br />or expanded floor area.
