Louisville City Council Meeting
October 3, 2000
Page 4.

COUNCIL QUESTIONS AND COMMENTS

Mayer reported that questions were raised following a lengthy discussion with downtown
business owner, Garrett McCarthy. He reported that there was some confusion as to what
the parking demand was when the study was done. McCarthy believed it to be 66%,
however Mayer explained that it is 77%. Mayer stated that the 77% excluded areas east
of the railroad track that do not contribute parking to the downtown area.

Mayer asked Public Works Director Tom Phare the cost associated with parking
improvements, along Front Street and adjacent streets, and if they would have been
scheduled for improvement regardless.

Phare stated that there would be some cost for pavement improvement along Front Street.
He stated the cost would be incurred some time in the near future.

Mayer stated that the actual cost should be calculated and returned to the Parking Fee
Fund for additional parking. He noted that although the City does contribute land, money
collected from capital improvement projects could be used to purchase land for future
parking needs and provide working capital to the Parking Fee Fund.

MOTION: Sisk moved that Council approve Ordinance No. 1341, Series 2000, as
amended, seconded by Mayer. Roll call vote was taken. Motion passed by a vote of 4-1.
Keany voted no.

ORDINANCE NO. 1446, SERIES 2000 - AN ORDINANCE ADOPTING BY
REFERENCE THE 1997 EDITION OF THE UNIFORM PLUMBING CODE;
ADOPTING AMENDMENTS TO SUCH CODE; AMENDING CERTAIN
SECTIONS OF THE LOUISVILLE MUNICIPAL CODE IN CONNECTION
WITH THE ADOPTION OF SUCH CODE; ESTABLISHING PENALTIES FOR
VIOLATIONS OF SUCH CODE; AND REPLEALING PRIOR ORDINANCES
INCONSISTENT THEREWITH - 2"d reading - public hearing (advertised Daily
Camera 9/16/00)

Davidson called for City Attorney introduction.

City Attorney Sam Light read Ordinance No. 1346, Series 2000 (re-numbered from
Ordinance No. 1446).

Davidson called for Staff presentation.

4
