Louisville City Council Meeting
October 3, 2000
Page 5.

Planning Director Wood stated that Ordinance No. 1346, Series 2000, presents the 1997
Uniform Plumbing Code (1997 UPC) for adoption, with various amendments. If
approved, the ordinance would repeal the International Plumbing Code currently in place
and subject to pending litigation.

Wood reported that the Louisville Building Code Board of Appeals and Review had not
made recommendations nor received any public comments on the ordinance adopting the
1997 UPC. A September 14, 2000 meeting was scheduled to review and receive public
comments, but no action was taken due to a lack of quorum.

Davidson opened the public hearing and asked if there was anyone in the audience who
wished to speak for or against Ordinance No. 1346, Series 2000. Hearing none,
Davidson closed the public hearing.

COUNCIL QUESTIONS AND COMMENTS

Mayer commented that this is another reason for the City to go home rule.

MOTION: Sisk moved that Council approve Ordinance No. 1346, Series 2000,
seconded by Keany. Roll call vote was taken. Motion passed by a vote of 4-1. Mayer
voted no.

RESOLUTION NO. 57, SERIES 2000 - FINAL PUD DEVELOPMENT PLAN
AND SPECIAL REVIEW USE, LOT 2, BLOCK 2, CTC, 1sT HLING

Davidson called for Staff presentation.

Planning Director Paul Wood reviewed the subject property as a platted lot in CTC First
Filing, located on the east side of South Arthur Avenue, immediately south of the Segal
Fine Arts building. Wood noted that the proposal complies with the IDDSG. A Special
Review Use (SRU) is requested for professional office use in the building. The Planning
Commission approved the application with nine conditions. All of those conditions have
been met with the revised plans submitted for City Council review.

Wood reviewed the site plan, where the building is situated on the far north side of the
property. Parking is on the south side of the building and loading and service areas are
located at the far eastside of the building, away from the street. Parking is provided at a
ratio of four spaces per 1,000 square feet of gross floor area, which meets the City's
office parking requirements.
