City Council <br /> Meeting Minutes <br /> March 6, 2012 <br /> Page 6 of 12 <br /> Steve Costello, 902 Grove Street, Louisville, CO noted the Davidson Mesa parking lot is <br /> full during the middle of the day/middle of the week timeframe. He noted there was <br /> discussion about moving parking space and losing some spaces. He felt it was possible <br /> the underpass will encourage the public to park on the east side and use the underpass <br /> to get to the west side. He supported an option to make a bigger parking lot. <br /> COUNCIL COMMENTS <br /> Mayor Muckle felt the Council is committed to complete this project, regardless of the <br /> cost increase. <br /> Councilor Keany noted the Davidson Mesa parking lot creates traffic problems on <br /> McCaslin and suggested reconfiguring and increasing the parking lot on the Harper <br /> Lake side. He was put off by the increased costs of the project and felt there were less <br /> expensive alternatives, which would have improved the intersection. He noted the <br /> underpass will not do anything to relieve the traffic congestion at the intersection and a <br /> signal light would have been less expensive. He supported the retaining walls to reduce <br /> the slope of the underpass to maintain the number of parking spaces. <br /> Councilor Loo stated if the parking lot is reconfigured, there should be public input. <br /> Public Works Director Kowar noted the plan includes a public process, which could be <br /> moved up to get the neighbors input on the options. There was Council support for <br /> earlier public input meetings. <br /> Councilor Keany supported more public education and suggested a sign be put at the <br /> site to indicate 'This project is funded by Open Space Tax dollars" and if the City goes <br /> to a ballot issue in November to renew the Open Space Tax ballot, it should also be part <br /> of the public education process. <br /> DISCUSSION/DIRECTION — LOVRIEN CONSERVATION EASEMENT, 750 ST. <br /> ANDREWS LANE <br /> Mayor Muckle requested a staff presentation. <br /> Planning Director Russ explained staff is requesting discussion/direction from Council <br /> regarding a request to modify an annexation agreement and conservation agreement <br /> between the City of Louisville and the property owners of 750 St. Andrews Lane. The <br /> property was annexed into the City of Louisville in 2001 and was known as the Maurer <br /> Annexation. The property is zoned Single Family Estate (SF-E) and currently allows <br /> only 1 unit per acre. In 2002, as a condition of the annexation agreement, the City <br /> executed a conservation easement, which runs in perpetuity with the property. The <br /> purpose of the Conservation Easement was "Protecting the Property's rural, scenic, and <br /> aesthetic values, which values and other resources of the property are of great <br /> importance to the Owner, City, and People of the City of Louisville and are worthy of <br />
