City Council <br /> Meeting Minutes <br /> March 6, 2012 <br /> Page 5 of 12 <br /> Public Works Director Kowar presented an overview of the proposed project; the <br /> challenges of the project and the tentative schedule. He reviewed site maps, which <br /> illustrated modifications to the parking lots, recouping the parking spaces lost and <br /> challenges and associated costs. He requested City Engineer David Thompson discuss <br /> the challenges for this project with respect to public utilities. <br /> City Engineer Thompson, Project Manager of the McCaslin /Washington Underpass <br /> Project, pointed out the public utilities owned by the City will either have to be designed <br /> around or relocated. Those utilities include the Louisville lateral, which brings water <br /> from Eldorado Springs to Harper Lake; fiber optics connections from Boulder Valley <br /> School District to the City of Louisville; storm drainage; a City water line along McCaslin <br /> and storm drainage pipelines. The design of the underpass will try to minimize the <br /> impacts to the public utilities. <br /> Public Works Director Kowar reviewed the 2012 capital improvement project for the <br /> McCaslin/Washington Avenue pedestrian / bicycle underpass. The preliminary <br /> estimates were approximately $1,110,000; $175,000 for the design, and $1,025,000 for <br /> the construction in 2013. The updated projected budget for 2013 is $1,400,000 for <br /> construction, resulting in a project deficit of $375,000. The revised $1,400,000 estimate <br /> includes improvements to the existing parking lots, aesthetically enhanced retaining <br /> walls, and soft costs for construction management and materials testing, all of which <br /> were not included in the original estimate for construction. Updated project costs will be <br /> submitted for the 2013 budget process. <br /> Request for Proposals from consulting firms will be advertised in March with the <br /> preferred consultant identified and approved by City Council in mid-April. Staff will <br /> schedule a study session with City Council in late summer/ early fall to discuss the <br /> details of the project design along with anticipated costs and construction schedule. <br /> Some tentative meetings are scheduled with the OSAB, the Planning Commission and <br /> the general public. Construction will begin in the spring of 2013 and the project will be <br /> completed in the fall of 2013. City Manager Fleming explained this matter was brought <br /> before the Council due to the increase in the estimated cost. <br /> COUNCIL COMMENTS <br /> Mayor Muckle asked which waterlines will be impacted by the project. City Engineer <br /> Thompson noted the only Louisville waterline impacted by the project will be the lateral <br /> line from Eldorado Springs to Harper Lake and they will try to mitigate those impacts <br /> with the box culvert. <br /> PUBLIC COMMENT <br /> Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO addressed the increase <br /> in the project costs, but felt there is community support for this project. He urged <br /> Council to take the plan to the public for further education of its components. <br />
