City Council <br /> Meeting Minutes <br /> March 20, 2012 <br /> Page 9 of 10 <br /> stated that was her understanding. She noted there will be a lot of work to do in the <br /> next few months. <br /> City Manager Fleming explained all the options are based on the assumption RTD will <br /> ask the voters for a 4/10 of a one percent sales tax increase to fund the system <br /> changes. To the average consumer this would calculate to 13 cents per day. <br /> Deputy City Manager Balser stated RTD Representative John Tayer suggested the <br /> RTD staff needs to determine what is needed, in terms of tax increases, to complete the <br /> entire rail project. <br /> Mayor Muckle did not feel the Council need take any other action. <br /> AWARD COMMUNITY PARK POND IMPROVEMENTS CONTRACT TO ROCK & <br /> COMPANY <br /> Mayor Muckle requested a staff presentation. <br /> City Manager Fleming explained with regard to the Award of Community Park Pond <br /> Improvements Contract to Rock & Company, staff had suggested pulling funds from the <br /> Dillon Road Landscaping Renovation and the South Boulder Median Improvements. He <br /> suggested amending the budget to consolidate all the projects through the Conservation <br /> Trust Land Acquisition Fund and making a budget amendment through the reserves. <br /> Parks and Recreation Director Stevens supported the recommendation. He explained <br /> when the park was built the dog park was not envisioned to be such a success. With the <br /> amount of usage, the design is not appropriate. The improvements to the pond will <br /> ensure it is sustainable. <br /> MOTION: Councilor Loo moved to approve the contract with Rock & Company, <br /> seconded by Councilor Sackett. Roll call vote was taken. The motion carried by a vote <br /> of 6-0. <br /> CITY ATTORNEY'S REPORT <br /> No items to report. <br /> COUNCIL COMMENTS, COMMITTEE REPORTS, AND IDENTIFICATION OF <br /> FUTURE AGENDA ITEMS <br /> Mayor Pro Tem Dalton addressed the new Council Agenda schedule and stated after a <br /> three month trial period, he felt the schedule should be returned to the Friday deadline. <br /> There was Council consensus. <br />
