The original budget was for$40,000 for economic appraisal. <br /> Additional planning staff assistance to enable internal staff to work on the Comp Plan <br /> was not needed for the Historic Preservation Commission. Staff reallocated resources <br /> to increase the budget to allow for a more detailed fiscal analysis. <br /> TischlerBise will complete an economic and fiscal health study, which will provide <br /> economic development and marketing guidance on future land use opportunities and an <br /> overview of the City's revenues and expenses to document the City's overall fiscal <br /> health. This evaluation will measure the City's ability to finance its services and facilities <br /> on a continuing basis. TischlerBise is a recognized national leader in Fiscal Impact <br /> Analysis and will be a tremendous asset to the City during the 2012 Update. <br /> Staff recommended Council approve of an independent contractor agreement with <br /> TischlerBise to provide economic and fiscal assistance for the 2012 comprehensive <br /> plan update in the amount of $49,800. <br /> City Manager Fleming noted the City Council packet staff recommendation was for <br /> $49,800 to update the impact fee study was in error. It should have stated to provide <br /> economic and fiscal assistance for the 2012 Comprehensive Plan Update. <br /> COUNCIL COMMENTS <br /> Mayor Muckle inquired whether TischerBise has experience with market analysis. <br /> Planning Director Russ confirmed they have experience in market analysis nationally <br /> and in Boulder County. <br /> Mayor Muckle emphasized most of Louisville's revenue comes from sales tax and a <br /> large percentage comes from outside the City. He felt the value of retail should be used <br /> in the fiscal model. He felt a marginal or hybrid model makes sense. He stated the <br /> current service levels are below what the City would like to achieve. He felt the <br /> assessment should address what the City's desired service levels are. <br /> Councilor Loo asked Mayor Muckle if he is looking at an expansion of service levels. <br /> Mayor Muckle responded yes. <br /> Councilor Loo asked what would be expanded. Mayor Muckle stated road construction <br /> Planning Director Russ explained during the Comprehensive Plan Update process, <br /> there will be discussion with the Parks and Recreation, Public Works, Library and Police <br /> Departments on quality of life and visions for the community. <br />
