City Council <br /> Meeting Minutes <br /> April 3, 2012 <br /> Page 13of14 <br /> Mayor Pro Tern Dalton stated unless additional sources of revenues are identified, the <br /> budget can only reflect what is received. He felt the level of services would have to be <br /> defined and in what areas before Council could commit to increasing those services. <br /> Mayor Muckle felt the market study will reflect the service level. Planning Director Russ <br /> stated the market study and the fiscal analysis will set the policy direction. <br /> Mayor Muckle was interested in seeing how the model will look at Greenfield vs. infill <br /> development. Greenfield development cost comes from the developer or an Enterprise <br /> Fund. <br /> Planning Director Russ stated they are not creating a fiscal model but guiding policy <br /> direction. He felt the City will be getting a much better tool. <br /> PUBLIC COMMENT <br /> Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO agreed the service <br /> levels are tied to the budget. He was interested in seeing the service level returned to <br /> what they were in 2006 or 2007. He addressed regional retail and noted the region has <br /> changed. He asked if this consultant can tell the City what is realistic and whether the <br /> plan is viable. <br /> MOTION: Mayor Muckle moved to approve the independent contractor agreement with <br /> Tischlerbise to provide economic and fiscal assistance for the 2012 Comprehensive <br /> Plan Update, seconded by Councilor Jasiak. Roll call was taken. The motion carried by <br /> a vote of 6-0. Absent: Councilor Yarnell. <br /> EXECUTIVE SESSION — REAL PROPERTY ACQUISITION (Louisville Charter, <br /> Section 5-2 (c) — authorized topics— consideration of real property acquisitions, only <br /> with respect to appraisals and other value estimates and strategy, and C.R.S. 24-i6- <br /> 402(4)(a)) <br /> REGULAR BUSINESS ITEMS SUSPENDED <br /> The City Attorney explained the City Manager is requesting the City Council convene an <br /> Executive Session for the purpose of consideration of Real Property Acquisitions — <br /> Parcels of Real Property in Louisville. <br /> REGULAR BUSINESS ITEMS SUSPENDED <br /> City Clerk Varra read Section 2.90.050 — Public Statement, outlining the topics, which <br /> may be discussed in an executive session. <br /> City Attorney Light stated the authority to conduct executive sessions is the Louisville <br /> Charter, Section 5-2 I — authorized topics — consideration of real property acquisitions, <br />
