Lipton seconded. All in favor.
Police Department Reports
A.Incident Report –Ralphie’s –3/4/12
Policeweredispatched on report of an intoxicated customer at the
establishment. Rommelfanger commendedSergeant Lanphereon the
completeness of the report. Gunning commented it looked like the establishment
did what they should. Chairperson Wilson asked Officer Redard if he had
anything to add to this report. He did not. Authority members concurred no
further action wasneeded.
Secretary’s Report
Hanson reported on the February 19 seller/server training. She noted it was well
attended by Louisville establishments and thanked the Police Department for
holding the class. She had received a notification from a local winery to use
Creative Framing as a sales room on May 4 in conjunction with an Artist’s Studio
Tour. The ordinance the Authority had forwarded to Council was approved on
March 20 and will go into effect on April 24, 2012.
Authority Attorney’s Report
Attorney Culley reported to the Authority on questions arising from the last
meeting regarding patios. She stated it was moot at this point because the
licensee’s had filed modifications, and been approved on this meeting’s agenda.
Thesemodificationsmatch the ones they submitted last year. She found nothing
in liquor law prohibiting them from licensing the sidewalk or a portion thereof
between the establishment and the patios. She cautioned the applicant would
have to come up with a control plan for the area and since the agreement with
the City does not allow them to put up barriers, itcould be an issue.
Chris Pritchard, 1125 W. Enclave Circle, Louisville, CO introduced himself to the
Authority. He brought the patios forward for the Downtown Business Association
(DBA) and mentioned he is a member of Planning Commission. He stated the
licensees are taskedwith policing their patio area whether the sidewalk is
included or not.He thought the addition of another application and fee might be
problematicfor the licensees. He will take the information back to the
establishments.
There was discussion about the restriction of hours on the patios. The
consensus of the Authority members was the licensees would need to start the
process for changeand be considered by the City and then the Authority.
