City Council
Meeting Minutes
April 17, 2012
Council member Loo questioned the line of succession from Mayor to City Council.
Council member Dalton stated his interpretation of the succession is from Mayor to
Mayor pro tern and then to the City Council. If more than one Council member appears,
having equal length of service, then the Council member whose name begins with a letter
closest to the beginning of the alphabet is in the line of succession.
Councilor Jasiak suggested maintaining an updated City Council contact list.
City Manager Fleming suggested an amendment to the ordinance, which would provide
the succession from the Mayor to Mayor pro tem and then by the City Council member,
who is most senior in length of service, and in the event two or more members have the
same seniority, by the City Council member whose last name begins with a letter closest
to the beginning of the alphabet.
COUNCIL COMMENT
Mayor Muckle reviewed the history of the ordinance, which came before the Council in
2011, was withdrawn and later revised to clarify procedures and the line of succession.
MOTION: Councilmember Sackett moved to approve Ordinance No. 1613, Series
2012, seconded by Councilmember Yamell.
City Manager Fleming offered a friendly amendment to section A. "If the mayor is unable
to perform the duties of the mayor set forth in this chapter, then the duties conferred upon
the Mayor shall be performed in descending order, as follows: by the Mayor pro-tem, then
by the City Council member most senior in length of service, and in the event two or more
members have the same seniority, then by the City Council member whose last name
begins with a letter that is the closest to the beginning of the alphabet. The City Manager
shall annually publish a list that reflects this line of succession."
VOTE: Councilor members Sackett and Yamell accepted the friendly amendment.
Roll call vote was taken. The motion carried by a vote of 7-0.
DISCUSSION/DIRECTION/ACTION — CONTRACT WITH WHITESTONE
CONSTRUCTION, INC. FOR STEINBAUGH PAVILION RETRACTABLE AWNING
INSTALLATION
Mayor Muckle requested a staff presentation.
City Manager Fleming explained the 2012 budget includes a capital project to install an
awning on the south side of the Steinbaugh Pavilion. The addition of the awning would
provide shade and rain protection for those using the pavilion such as the Street Faire,
Taste of Louisville and the Farmer's Market and other summer events using the site.
