He cautioned motorists to approach the intersection <br /> with caution, until all motorists are aware of the 4-way stop intersection. <br /> REGULAR BUSINESS <br /> ORDINANCE No. 1613, SERIES 2012 βAN ORDINANCE AMENDING TITLE 2 OF <br /> THE LOUISVILLE MUNICIPAL CODE TO ADD A NEW CHAPTER 2.50 REGARDING <br /> DISASTER EMERGENCY PREPAREDNESS β 2"d Reading β Public Hearing <br /> Mayor Muckle requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1613, Series 2012. <br /> Mayor Muckle requested a staff presentation. <br /> City Manager Fleming explained the Disaster Emergency Preparedness Ordinance is <br /> before Council on second reading. The key provisions of the ordinance provide <br /> procedures for the Mayor to declare a Disaster Emergency; provisions regarding line of <br /> succession and provisions regarding the City Manager's and other City employees' <br /> powers granted by applicable State law during a declared disaster emergency. <br /> The Mayor's declaration of a disaster emergency shall be in writing and describe the <br /> nature of the emergency. The effect of the declaration empowers the City Manager to <br /> exercise any and all of the emergency powers permitted by state and local law. During <br /> the course of a declared disaster emergency, a city employee or authorized agent may <br /> enter onto or upon private property if the employee or authorized agent has reasonable <br /> grounds to believe that an emergency situation exists and that an entry on private <br /> property is required in order to protect life or minimize an imminent threat to property. <br /> The ordinance outlines compensation for services or private property used by the city in <br /> responding to an emergency and the availability and use of temporary emergency housing <br /> such as the Recreation Center and declaring a public curfew. <br /> The ordinance outlines in the absence of the City Manager the line of succession of <br /> authority to manage a disaster emergency shall be the deputy city manager; the police <br /> chief; the director of public works; the finance director; or the next highest ranking <br /> person within each of the various departments shall serve. <br /> City Manager Fleming stated table top training was conducted, but additional active <br /> training will be scheduled to identify what works well and what does not. This will <br /> enable correction to those procedures which do not work well. <br /> COUNCIL COMMENTS <br />
