Planning Commission <br />Meeting Minutes <br />February 23, 2012 <br />Page 2 of 12 <br />development (PUD) plan and a special review use (SRU) to allow for <br />the redevelopment of the former Safeway site into a mixed use <br />community consisting of two (2) retail buildings around a pedestrian <br />plaza and three (3) residential buildings on the remainder of the site. <br />Case No. 11-024-PP/UR. (Jim Loftus) <br /> Owner: Safeway Stores 45, Inc. <br /> Representative: The Mulhern Group, LTD (Andy Baldyga) <br /> Case Manager: Gavin McMillan, Planner III <br />Open Public Hearing; <br />Lipton opened the public hearing. <br />Conflict of Interest and Disclosure: <br />None heard. <br />Lipton stated the meeting would start with public comment from those individuals that <br />th <br />did not get to speak at the February 9 meeting. He had cards from the following <br />people: Steve Poppitz, 1031 Harper St.; Aquiles La Grave, 379 Peerless St.; Carla <br />Doggett, 705 Johnson St.; Don McKee, 1045 Lafarge. They were not present. <br />Alicia Meyers, 1125 Cliffrose Lane stated her concerns with the impact the <br />development will have on the schools. There will also be an impact on the wildlife <br />currently living in the open space. With an increase in the number of new residents <br />the open space will be used more and therefore will have a negative impact on the <br />wildlife. She concluded by reading a quote from Aldo Leopold. <br />Staff Report of Facts and Issues: <br />Russ provided a staff summary using a PowerPoint presentation with the following <br />information: <br />Continued from the February 9, 2012 meeting. <br />Staff and Planning Commission Responsibilities included a review of the <br />Special Review Use, Preliminary Plat and PUD and Variances. <br />Context of project site and what is included in the preliminary and final review <br />process: <br />1) Preliminary Plat, PUD & SRU include: Site planning, Density, Bulk and <br />Mass at a concept level. <br />2) Final Plat, PUD and SRU include: materials, landscaping, architecture <br />and final design. <br />Russ provided a project overview. <br />Site Plan discussion included: project overview, and density and height. <br />PUD Variance Analysis included: a review of LMC Sec. 17.28.110; site <br />enhancements (public access plaza, public entrances to buildings, South <br />Boulder Road, pedestrian improvements on Centennial Drive, replacement of <br />Russian Olive trees, and ROW dedication along South Boulder Road) <br />Letter from Boulder Valley School District regarding their ability to serve the <br />possible student population from the development. <br />Land Use Evaluation for multi-family units in Louisville included the following <br />information using data from Boulder County: <br />
