Planning Commission <br />Meeting Minutes <br />February 23, 2012 <br />Page 6 of 12 <br />O’Connell asked Fox to identify the anticipated access points for the new <br />development. <br />Fox stated the development will use the existing access points. <br />O’Connell asked if they anticipate any additional backup on Centennial. <br />Fox stated no. <br />NOTE: 7:55 PM. Lipton declared a five (5) minute break. <br />NOTE: 8:03 PM. Lipton called the meeting back to order. <br />Public Comment: <br />Lipton opened the meeting for public comment. He requested the audience keep <br />their comments to three (3) minutes. <br />Charles Donnelly, 2366 Senator Circle, stated his concerns include: lower property <br />values; cost to the community; job situation; 50-70 apartments are currently available <br />in Louisville and the increased number of voters who do not pay property tax to the <br />city. <br />Devona Sayler, 2253 Crown Circle, stated her concerns with: the traffic analysis, <br />especially regarding the parking on Centennial; the possibility of more apartments in <br />the existing shopping center and the lowering of property values. <br />John Nahodyl, 2333 Dogwood Circle, stated: the architectural design should reflect <br />the neighborhood; a Boulder type structure does not fit in this area; the long term <br />affect on the tax base; loss of parking on adjacent properties and they should be <br />required to design to the City Codes without requesting any variances. <br />Darlene Nahodyl, 2333 Dogwood Circle, stated there are three (3) accesses to the <br />existing neighborhood. Each home has approximately 2.7 cars per household. The <br />proposed project is not compatible, does not have economic prosperity, the mass <br />height and aesthetics is out of place and should not be compared to a grocery use. <br />She stated she had a petition signed by 424 individuals in opposition of the project. <br />Valerie Hackman, 2282 Crown Circle, stated the Safeway store has not been closed <br />long enough to know what else could go in the site. Perhaps dividing the space <br />would make it a more viable strip mall. She stated she opposes the development as <br />presented. <br />Steve Kovalski, 2593 Franklin Ave, stated his opposition to the project. He asked if <br />the project is approved what keeps the remaining commercial uses from leaving. <br />Rich Channel, 1611 Circle Dr., a resident of Louisville for 77 years discussed why the <br />development is not a good idea and why the developers are bad. <br />Drusilla Tiehen, 2224 Crown Cir., stated she does oppose the mixed use if it is truly <br />mixed use. She asked the following questions: has the City considered other uses; <br />can the developer create something smaller to fit the area; does the City have <br />enough services to serve this project and maintain our current level of services; will <br />the apartments be affordable for the young people the project is planned for. She <br />encouraged the Commissioners and City to look at more options for the site. <br />
