A mixed use development will provide better <br />economic prosperity for the immediate area and City, as opposed <br />to a vacant store or a replacement of lower quality anchors in the <br />trade area. <br />3) … internal efficiency of the proposal …: <br />i. Upgrade to the existing storm water collection system. <br />ii. Provide appropriate public utilities, access and maintenance <br />easements. <br />iii. The internal circulation was reviewed and approved by both the <br />Public Works Department and the Louisville Fire Protection District. <br />4) … external effects are controlled, considering compatibility of land use, etc.: <br />i. Traffic impacts are approximately 60% of what it would be if the <br />property were a vibrant grocery store. <br />ii. The City’s storm water conditions will be improved because of on- <br />site improvements. <br />5) … adequate amount and property location of pedestrian walks, malls, etc.: <br />i. All walkways meet ADA. <br />ii. Pedestrian visibility and safety will be improved. <br />iii. Buildings engage all walks. <br />Staff reviewed the responsibilities of the Planning Commission. The quasi-judicial <br />process requires the Planning Commission and City Council to review the project as <br />submitted against adopted policies and regulations. The Urban Land Institute (ULI) <br />Staff concluded with a recommendation of approval for Resolution No. 1, Series 2012 <br />a resolution recommending approval of a preliminary plat, preliminary PUD and SRU <br />to permit the construction of five (5) buildings, three (3) of which will contain a total of <br />195 apartment units and structured parking, and two (2) of which will contain 10,000 <br />SF of retail development, on Tract One of the Louisville North, Filing 7 Subdivision at <br />707 E.
