City Council <br /> Meeting Minutes <br /> May 1, 2012 <br /> Page 6 of 17 <br /> In addition to the SRU, the proposed development requires City Council approval of a <br /> Preliminary and Final Planned Unit Development (PUD) and Subdivision Plat. The <br /> Preliminary PUD and Plat process is designed to look at site planning issues and yard / <br /> bulk standards, such as building location, building heights, parking, drainage, and traffic <br /> impacts. If the project is granted preliminary approval, the applicant will have one year <br /> in which to apply for Final PUD and Final Plat approval. The Final PUD and Plat <br /> application will focus on the final details of the proposal including architectural details, <br /> landscaping, drainage detailing, and internal roadway design. <br /> Building Massing and Architecture: Building A is the largest of the five buildings and is <br /> located on the northern half of the site in approximately the same location as the former <br /> Safeway building. This structure is three stories in height and includes a parapet height <br /> of 40' interior to the site. The remaining portion of the building is 38' in height. Building A <br /> forms the visual terminus of Jefferson Avenue. The north side (back) of the structure is <br /> also three stories, similar to the adjacent Village Condominiums. Building A would <br /> contain 79 apartment units, which wrap around and conceal a 240 space parking <br /> garage. Building A is 86,700 SF in size (excluding the parking garage). <br /> Building B is located to the south of Building A across the east-west drive. This <br /> apartment building is situated in the center of the site and the majority of the building is <br /> three stories tall. The building steps down from three to two stories on the western end <br /> adjacent to the existing strip mall. The three story component of Building B is 38' tall <br /> and the two story component is 28' tall. Building B is 36,100 SF in size and contains 34 <br /> dwelling units. <br /> Building C is the most visible of the buildings as it is located on the corner of South <br /> Boulder Road and Centennial Drive. The structure is two and three stories, and the <br /> building ranges from 28' to 38' tall. The 38' portion of the structure is centered on the <br /> building. 28' sections of the building are located at the most visible locations, the <br /> northeast comer, the south and southeast portions of the building. Building C totals <br /> 41,600 SF and includes 39 units. <br /> Buildings D and E contain a total of 9,500 SF of retail space and 8 apartment units. <br /> These structures are located on South Boulder Road directly across the street from the <br /> single family homes in the Scenic Heights subdivision and are each two stories in height <br /> (28'). The structures are separated by a pedestrian plaza. A trash enclosure which <br /> would serve the retail buildings would be located across the entry drive to the west. The <br /> exterior design of the trash enclosure would be highly detailed and the area around the <br /> structure would be landscaped similar to the remainder of the site. <br /> Parking: The proposed development includes 323 parking spaces. Of these, 240 <br /> spaces are located in the parking garage in Building A, 83 on-street parking spaces are <br /> located on the interior of the site and 14 parallel parking spaces would be striped along <br /> Centennial Drive. The parking proposed does not meet the requirements of the LMC for <br /> apartments. The applicant has indicated they have provided residential parking which is <br />
