City Council <br /> Meeting Minutes <br /> May 1, 2012 <br /> Page 5 of 17 <br /> Mayor Muckle opened the public hearing and requested a staff presentation. <br /> Planning Director Russ explained the applicant, Loftus Development Inc., has applied <br /> for a Special Review Use (SRU), Preliminary Planned Unit Development (PUD), and <br /> Preliminary Plat, to redevelop Tract One of the Louisville North Subdivision, 707 East <br /> South Boulder Road. The subject property is located on the northwest corner of South <br /> Boulder Road and Centennial Drive on the eastern half of the Village Square Shopping <br /> Center. The site is approximately 5 acres in size. Council will be reviewing the site plan, <br /> the density, the bulk and mass and the conceptual design of the project. <br /> Under Section 17.28.170 of the Louisville Municipal Code the City Council shall <br /> consider the application at a public hearing and following completion of said public <br /> hearing, the City Council shall proceed with one of the following options: <br /> 1) Approve the application; <br /> 2) Approve the application with conditions; <br /> 3) Deny the application; or <br /> 4) Remand the application to the Planning Commission. <br /> Planning Director Russ reviewed the compatibility with the surrounding area as follows: <br /> to the west there are three building (3 story) Portal Apartments; immediately north of the <br /> there are six building (2 1/2 story) Village Condominiums; further north is the Louisville <br /> North Subdivision containing single family homes; Scenic Heights single family <br /> residential subdivision sits to the south of the property across South Boulder Road and <br /> three commercial buildings and a school, zoned CC, are located across Centennial <br /> Drive to the east of the property. <br /> The applicant proposes to remove the existing vacant building and redevelop the site <br /> with five separate buildings including a total of 9,500 SF of commercial development, <br /> 160 apartment units, and 240 structured parking spaces. The original submittal to the <br /> City included 195 residential units and 10,000 SF of commercial development. During <br /> the March 8th Planning Commission hearing, the applicant reduced the residential <br /> program 15 units to 180 units. The reduced program of 180 units and 10,000 SF of <br /> commercial development received a recommendation of denial from the Planning <br /> Commission. While the proposed changes do not substantially alter the proposed plat, <br /> staff believes the reduction of 20 residential units, from 180 to 160 units, reduces the <br /> external impacts and influences the compatibility and waiver determinations stated in <br /> Planning Commission's resolution of denial. <br /> The subject property is zoned Community Commercial (CC). The LMC establishes a <br /> wide range of uses permitted by right and other uses permitted under special review. <br /> The commercial use, totaling 9,500 SF, is permitted by right and the requested 160 <br /> multi-family units may be permitted under special review. The site currently contains a <br /> vacant 54,000 SF building which was the former location of the Safeway store. <br />
