PROPOSED RESOLUTION No ??,SERIES 2012, <br />Adopting a Zero-Waste Plan for the City of Louisville <br />WHEREAS, Article 31-15-103 of the Colorado Revised Statutes <br />enables the Louisville City Council to promote the health, safety, and <br />welfare of theinhabitants of the city; and <br />WHEREAS, the City of Louisville is committed to protecting and <br />enhancing the quality of life and environmental quality in the city now <br />and for future generations; and <br />WHEREAS, an estimated 250,000 tons of waste aregenerated in <br />Boulder County each year by residents, businesses, and institutions, <br />withapproximately 65% of this amount sent for landfill disposal; and <br />WHEREAS, the City of Louisville has demonstrated a leadership role <br />within Boulder County in reducing the volumes of waste materials from <br />our residents, through local programs and practices that have resulted <br />in a countywide high diversion rate of over 40% of those waste <br />materials from landfill disposal; and <br />WHEREAS, in 2008 the City of Louisville adopted the Boulder-County <br />Sustainable Energy Plan, and its incorporated goalsand procedures to <br />reduce the local generation of greenhouse gases; and <br />WHEREAS, organic materialsdisposed in landfills generate more <br />persistent and greater levels of greenhouses gases through anaerobic- <br />decomposition processes, than through standardaerobic- <br />decomposition processes; and <br />WHEREAS, the objectivesof zero-waste principles are: managing <br />resources instead of waste; conserving natural resources through <br />waste prevention and recycling; turning discarded resources into new <br />products and jobs instead of trash; promoting products and materials <br />that are durable and recyclable; and discouraging products and <br />materials that only have a one-time use and so become trash after <br />their one-time use; and <br />Page 1of 3 <br />
