Louisville City Council Meeting <br />December 5, 2000 <br />Page 5. <br /> <br />Historical Commission funding for building improvements - $15,000; Louisville <br />Chamber of Commerce, Parade of Lights - $2,500; Home rule evaluation costs - $20,000. <br /> <br />Ray reviewed the transfers of the 2001 budget. The General Fund and the Capital <br />Projects Fund will transfer a total of 1/8% of sales tax or $374,831 to the Conservation <br />Trust-Land Acquisition Fund. The transfer from the Golf Course Fund to the Water <br />Utility Fund will continue at the $50,000 level. <br /> <br />Davidson opened the public hearing and asked if anyone in the audience wished to speak <br />for or against the 2001 Budget. Hearing none, Davidson closed the public hearing. <br /> <br />COUNCIL COMMENT <br /> <br />Mayer stated that at the study session, he recalled that the 2001 salary increase was <br />projected to go up 6.2%. He asked Ray to explain why the projection was changed to <br />5.8%. Ray stated that the 6.2% included benefits. Mayer stated that, including benefits it <br />would be 7%. Ray stated that the average increase for non-police employees is 5.22% <br />and the average for police employees is 6.01%. She stated that the overall increase to <br />salaries is 5.8%. Mayer stated that there were discrepancies and that he would meet with <br />the Finance Director at a later time. <br /> <br />Mayer stated that he hoped that an evaluation of home rule could be done as soon as <br />possible. He reported on an article in the Colorado Municipalities, which related to how <br />home rule cities have greater powers in land use cases over statutory cities. <br /> <br />Keany asked Ray about the public notice on the budget. He stated that a number of <br />citizens have contacted him who want to review a working copy of the budget. He asked <br />if a working copy of the budget is ever made available to the public at the Library. <br /> <br />Ray stated that during the work session phases, copies of the summary sheets were made <br />available. Now that the final working copy of the budget is available, there is a copy at <br />the Library and a copy in the Finance Department for public review. <br /> <br />Keany asked Ray how the public can become involved with specific issues in the budget, <br />and how they can participate in the budget discussions. Ray stated that there is a <br />statutory requirement to advertise when the budget first goes to Council. Once <br />advertised, the summary sheets are available and the public can attend the budget work <br />sessions. Ray noted that the public hearing for approval of the budget is advertised and <br />that she is available to answer questions and provide additional information. <br /> <br />5 <br /> <br /> <br />
