Simmons asked Council if they wished to consider the new proposal or <br />direct Staff to contact the Humane Society and discuss the matter further. He asked if <br />Council wished to address this at a work session. <br /> <br />COUNCIL COMMENTS <br /> <br />Keany stated that he would like to discuss this matter at a work session. He voiced his <br />concern that, should any other arrangement become available, the City would be locked <br />into this agreement. Assistant to the City Administrator Heather Balser stated that the <br />contribution is subject to annual appropriations. <br /> <br />Sisk stated that he had no problem supporting the Humane Society, and would look at <br />this annually. <br /> <br />Simmons stated that another way to handle this would be to negotiate a service agreement <br />as a separate item. <br /> <br />Howard stated that, in terms of net present value and up front money, there needs to be <br />some indication of what the City's net present value would be and then review that over <br />the eighteen year period to determine what a fair contribution would be. <br /> <br />Mayer stated that he concurred with Councilmen Keany and Howard's comments. He <br />agreed that this should be discussed at a work session. <br /> <br />Simmons reported on the Coal Creek golf course management with Western Golf. He <br />stated that a management agreement has not been obtained. He noted that one area of <br />concern is the liquor license. Western Golf does not have any management agreements <br />that include liquor licenses on any of the golf courses that they manage. Simmons stated <br />that it is Western Golf's corporate decision not to manage liquor licenses and that they <br />have requested the City of Louisville hold the liquor license. Simmons stated that this <br />could be handled a number of ways, one would be to establish a Coal Creek Golf Course <br />Enterprise and have it insured against potential claims. Simmons explained that this is <br />something the City has not done before. He noted that in Lafayette the City holds the <br />liquor license for the golf course. Simmons asked for Council comments and direction. <br /> <br />Howard stated that he has concerns with the City holding a liquor license for the golf <br />course. He felt that the City of Louisville has the Local Licensing Authority to review <br />applications for liquor license.
