Louisville City Council Meeting
December 19, 2000
Page 12.

each application is appropriate. He felt that the company managing the golf course
should hold the liquor license.

Mayer concurred with Councilman Howard and asked Staff for a memo clarifying the
issue in more detail.

Keany stated that he sat on the committee that selected Western Golf. He noted that the
liquor license issue did not come up during the interview process. He stated that he
would like to review the issue of liquor licensing.

Sisk concurred with Councilman Howard that the City should not be in the liquor
business and should not be in a position to monitor itself. He suggested that City
Administrator Simmons be given latitude in negotiating this issue and report back to
Council for final approval. He asked Simmons for the time-line on finalization of the
agreement.

Simmons projected negotiations to conclude and a letter of understanding for the
management of the Coal Creek Golf Course to be available for the Council and the Local
Licensing Authority by the last day. of February 2001.

Keany asked if the letter of understanding would be for Western Golf Course to manage
the golf course and that liquor sales would be allowed.

Simmons stated that they are reviewing the matter at this time.

City Attorney Light stated that there must be a transfer application of the liquor license to
someone. Once that application is filed, the service of alcohol can continue until the
application is acted on. Light stated that part of the letter of understanding would be that
the transfer process must be initiated.

Keany stated that there is an expectation of the public that alcohol will be served at the
golf course. He noted that if alcohol cannot be served for a period of time, it may
discourage people from playing the Coal Creek Golf Course and could be a loss for the
course.

Sisk asked for Council consensus on the City holding a liquor license. He stressed that
he did not want the City of Louisville to hold the liquor license for the Coal Creek Golf
Course.

Mayer stated that he shared the concerned expressed and asked for more information. He
stated he could not make any decisions tonight because he hasn't reviewed the facts.

12
