City Council <br /> Meeting Minutes <br /> May 15, 2012 <br /> Page 9 of 11 <br /> DISCUSSION/DIRECTION/ACTION — US36 AND MCCASLIN BLVD INTERCHANGE <br /> Mayor Muckle requested a staff presentation. <br /> Planning Director Russ explained this item is a specific budget request for the US 36 <br /> and McCaslin Boulevard Interchange project. The City of Louisville has partnered <br /> financially with the Town of Superior and coordinated with the Colorado Department of <br /> Transportation (CDOT) and the Regional Transportation District (RTD) to complete a <br /> Transportation Planning and Conceptual Design Exercise for the US 36 and McCaslin <br /> Boulevard Interchange. The Divergent Diamond Interchange (DDI) is one of three <br /> alternatives, which were analyzed to improve the traffic flow on McCaslin to the US 36 <br /> Interchange and from Marshall Road and the US 36 Interchange. <br /> The Divergent Diamond Interchange is being used in 10 locations in the United States. <br /> The concept of the Divergent Diamond eliminates signalized left turns, which improves <br /> the efficiency of the road by 40%. A challenge to the DDI is the cost associated with <br /> accommodating RTD's regional bus service along US 36. The traffic benefits of the DDI <br /> require RTD service to be shifted to the US 36 mainline. The total cost for the DDI is <br /> $12.4 million dollars. The change in RTD facilities is approximately $5 million dollars of <br /> the $12.4 million dollars <br /> CDOT is proceeding with design build of Phase One of the US 36 Managed Lane and <br /> Regional Trail from Pecos to 88th Street. Concurrently, CDOT is advancing a public <br /> private partnership to construct US 36 Phase Two from 88tn Street to Table Mesa in <br /> Boulder. The intent of this analysis is to advance the planning and design of a <br /> recommended altemative for the McCaslin Boulevard Interchange to be included in <br /> CDOT's US 36 Phase Two Project design and construction; or, provide enough <br /> information for CDOT's US 36 Phase Two Project so the preferred alternative works <br /> with the Phase 2 Project at a future date. CDOT is requiring at least 20% of the DDI <br /> design be completed to be included in the RFP. This is due by the end of July 2012. <br /> Additionally, work includes environmental and access (CDOT 1601) clearance <br /> requirements to allow the project to be constructed. These later assignments can <br /> continue beyond the end of July 2012 deadline but must be completed prior to <br /> beginning construction. <br /> The two municipalities hired the engineering firm Felsburg Holt and Ullevig to lead the <br /> study. Staff recommended the City Council authorize an additional $190,105 in the 2012 <br /> Capital Improvement Budget (CIP) to further design and analyze the DDI for possible <br /> inclusion in the US 36 Phase II project and to approve a contract with Felsburg Holt and <br /> Ullevig. The City will manage the $400,000 project and the Town of Superior will <br /> reimburse the City one-half of the cost. The Superior Board of Trustees approved their <br /> portion of the project at the May 14th meeting. <br /> COUNCIL COMMENT <br />
