PAGE TWO SUBJECT: UPDATE /DISCUSSION - THE 42 GATEWAY PROJECT — PURPOSE AND NEED AND PROJECT GOALS DATE: MARCH 13, 2012 o Environmental evaluation o Urban design evaluation The coordination team and the project consultant have developed a purpose and need statement for the project along with associated project goals for each of the two components of the project (Attachment 2). Once approved by the project partners, the purpose and need statement and project goals will be the document which guides the design, review, and eventual selection of a preferred alternative for Highway 42 and the Gateway between Old Town and the Revitalization District. SCHEDULE The following is an overview of the schedule of the project moving forward (See Attachment 3). • March 21— Coordination Team meets to complete draft of Purpose and Need statement, project goals, and evaluation criteria. • April 18 (afternoon) — The Project Partners (Decision Makers from the City of Louisville, CDOT, BOCO, CDOT, and RTD) meet to adopt the Purpose and Need statement, project goals, and evaluation criteria. • April 18 (night) — Public meeting to discuss the purpose and need statement, existing conditions, and initial alternatives for the Gateway between downtown and the revitalization district under the railroad tracks. • April 19 - Begin to design alternative designs for Highway 42 and the Gateway between downtown and the revitalization district under the railroad tracks. • September through November - Initial Alternatives designed for Highway 42 and the Gateway between downtown and the revitalization district and reviewed by the Community, the Project Partners and the Louisville City Council • November — 30% Design of the preferred alternative for the Gateway between downtown and the revitalization district completed • November 2012 through March 2013 — Refinement of initial alternatives and 30% design of the preferred alternative for Highway 42 ATTACHMENTS: 1.
