COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: MARCH 13, 2012 <br />SUBJECT: UPDATE /DISCUSSION - THE 42 GATEWAY PROJECT — PURPOSE <br />AND NEED AND PROJECT GOALS <br />ORIGINATING DEPARTMENT: DEPARTMENT OF PLANNING AND BUILDING SAFETY <br />PROJECT OVERVIEW: <br />Staff will lead a discussion regarding the purpose and need statement and project goals for The <br />42 Gateway Project. The 42 Gateway Project is a partnership between the City of Louisville, <br />the Colorado Department of Transportation (CDOT), Boulder County, and the . Regional <br />Transportation District (RTD) to complete an Integrated Infrastructure Implementation Plan for <br />the Louisville FasTracks Station Area and Highway 42 Corridor. This planning effort has two <br />components: <br />1. Design of a South Street connection between Downtown Louisville and the <br />Revitalization District across the Burlington Northern Santa Fe (BNSF) right -of -way <br />2. A context sensitive and multimodal corridor design and implementation plan for Highway <br />42 between Lock Street and the northern City limits (Paschal Drive). <br />The City contracted with Atkins North America to complete the project and commenced work in <br />November of 2011. A coordination team consisting of representatives from all of the funding <br />partners in the study has been meeting monthly to receive updates and develop a purpose and <br />need statement for the project along with project goals. The following is an overview of the <br />project progress to date: <br />• A Public Kick off Meeting was held in November to introduce the project to the <br />community and gather initial input. <br />• Strengths Weaknesses Opportunities and Threats (SWOT) workshops were completed <br />with all project stakeholders in the project. This process was completed to: (1) define <br />parameters for problem- solving strategies that fit within an organization's concerns and <br />(2) identify areas of convergent and divergent opinions between the participating <br />stakeholders. A complete summary of the SWOT workshops is included as Attachment <br />1. <br />• Ongoing documentation of existing conditions including: <br />o Traffic counts and projections <br />o Highway 42 Safety Assessment <br />o Detailed survey work on the roadway, railroad tracks, and utility locations <br />o Transit route assessment <br />SUBJECT UPDATE /DISCUSSION - THE 42 AGENDA ITEM <br />GATEWAY PROJECT — PURPOSE AND <br />NEED AND PROJECT GOALS IV <br />
