Open space <br />Agencies recognize that the Harney - Lastoka open space is valuable to the project. The LRC, <br />Boulder County and the City of Lafayette specifically mention the project's ability to enhance <br />access to the recreational facilities contained within the open space. Boulder County, however, <br />raised some concern about monitoring the additional passive and active recreation areas. <br />Parking <br />Parking was a minor SWOT workshop discussion. CDOT and:Boulder County did, however, <br />raise two separate concerns. CDOT hesitates to consider on- street parking, as it would impact <br />operations and delay. Boulder County, focusing on the parking lots within the open space, <br />expressed concern that a change to the open space parking !of .could impact the current <br />management plan. <br />Commercial development. economics, and land use <br />The majority of agencies agree that this project is an opportunity to increase economic vitality <br />and visibility in Louisville. The general consensus is that this project can serve as a catalyst to <br />extend economic vitality east of the railroad' tracks. Land use was a minor SWOT workshop <br />discussion. The property owners did express a concern about the presentation of visual models <br />in the project process. <br />Funding <br />Multiple agencies were concerned.with the cost and available funding. Additionally, the property <br />owners were concerned that:the lack' of funding will. drive the underpass design, resulting in an <br />underpass:,and not a.gateway. <br />Public opinion <br />The LRC and property owners recognize that the landowner willingness to participate in this <br />study is a strength:, <br />Process <br />All involved agencies agree that the project process is valuable, but that accommodating <br />different stakeholder objectives and competing interests may complicate the discussion and <br />decision - making. <br />6 <br />16 <br />
