City Council <br />Study Session Summary <br />April 10, 2012 <br />Page 6 of 7 <br />• Mayor also said the statement and core values should represent all <br />interests of citizens and to also make a stronger point of historic <br />preservation (connections to our heritage). <br />• A community of 23,000 — it's unnecessary to state a specific number. <br />• A small town is not a specific number. <br />• Director Russ said the feedback from others was that the number was not <br />important, but retaining the desirable qualities of a small town is very <br />important. <br />• The Planning Commission originally put in the population number. <br />• Some things are not achievable at the expense of something else. <br />• We're not going to make everyone happy. Identify what are the strongest <br />values. <br />• Vision Statement will go again before the Planning Commission. The draft <br />Comp Plan will be rolled out to all the City Boards /Commissions. <br />• Would the comp plan support a tall building in Louisville, eg. on the <br />ConocoPhillips site? <br />• Director Russ said from a Planning perspective that maybe there's a <br />different expectation for downtown and the ConocoPhillips land and other <br />areas in town. The surroundings and the values of the COP land are <br />different than in other areas of the City. Wants to avoid blanket <br />statements. Can we get flexibility in different parts of the City? <br />• Agreement from others in terms of having flexibility. <br />• The City's design standards may not be flexible enough. <br />• Audience comment: Alignment of the reality vs. the desire. Comp Plan <br />should be reflective of things we can actually do. <br />• Audience comment: Council was elected to make decisions on behalf of <br />their constituents — Council needs to make decisions. <br />• As you gather data, I urge the Planning Department to be honest with <br />Council as to what is needed. <br />• Align the Comp Plan with the Code — Comp Plan is visionary. <br />• City Manager Fleming reminded the group that two times the City has <br />been voted the Best Place to Live. The list of core values is a list of what <br />we value and it's a good list. <br />• Regarding the feedback from other Boards /Commission, there is a lot of <br />overlap amongst the groups. <br />• Planning Department did a great job presenting to all the different Boards. <br />City Manager's Report <br />• Alan Sobel did not respond to City Manager Fleming to provide the <br />information requested to be added to the City Council agenda on April 17th <br />and so City Manager Fleming will find out if he wants to pursue a future <br />date. <br />
