City Council
Meeting Minutes
June 5, 2012
Michael Perkins, 229 Vulcan St., Louisville, CO said he moved to Louisville because it
was a great place to raise children and for the sense of community. He wanted the long
term effect of redevelopment examined. He asked Council to turn down this proposal.
Aquiles LaGraet, 379 Peerless Street, Louisville, CO realized he is an echo boomer.
He had the availability to move into a project similar to the one proposed, but chose to
move to north Louisville. He thought compatibility with the neighborhood was the
threshold issue and felt it did not fit. He urged Council to make a decision tonight.
Rich Channel, 1611 Circle Drive, Louisville, CO said he has seen a lot of changes in
Louisville. He expressed concern about the water supply.
Mayor Muckle called for an applicant response. Mr. Mulhem stated this is not the
densest and largest development in Louisville. He commented Building A is large to
wrap the parking structure and hide views. There is a large amount of open space. He
addressed some of the misconceptions he felt he heard in the comments and thought it
could set the standard for redevelopment in Louisville. He thought this project worked
because it was within walking distance of downtown and Mr. Loftus was making an
incredible investment in the town by reinvigorating the area. He asked for Council
support.
Mayor Muckle closed the public hearing.
City Attorney Light suggested a motion to include the documents provided by the
applicant plus the PowerPoint presentation in the record.
Mayor Pro Tem Dalton moved to include the additional documents from the applicant in
the record. Seconded by Council member Keany. All in favor.
MOTION: Mayor Pro Tem Dalton moved to remand the proposal back to Planning
Commission to vote on what the plan currently looks like now. Council member Loo
seconded.
Council member Keany commented he felt the best decision was to send it back to
Planning Commission. Council member Yarnell thought a review by Planning
Commission was unnecessary. Council member Jasiak asked why the proposal did not
go back to Planning Commission after the changes, before coming to Council. Staff
answered there were not enough major changes and the basic footprint did not change
for it to be considered another presentation. Council member Loo would like to see
more parking, less density and something exciting in the plaza and moving trash
receptacle if this were remanded to Planning Commission.
Roll Call Vote on the motion by Mayor Pro Tem Dalton: Loo—Yes, Keany—Yes,
Sackett — No, Muckle— No, Dalton —Yes, Yarnell — No and Jasiak— No. Motion failed.
