City Council <br />Study Session Summary <br />May 8, 2012 <br />Page 3 of 7 <br />Councilmember Keany said there would be an IGA in place if the consolidation <br />went through and as always, residents could come to City Council if their <br />concerns weren't being addressed. <br />The recommendation is to have a designated resident from Louisville sitting on <br />the County Housing and Human Services Advisory Board. This would be a <br />government -to- government relationship managed through an Intergovernmental <br />Agreement (IGA). Councilmember Keany said that he would like to see the <br />Louisville representative on this board be appointed by City Council. <br />Update /Discussion — Draft Ordinance — Sales /Use Tax <br />At the March Finance Committee Meeting, Finance staff presented proposed <br />amendments to the Sales /Use Tax Ordinance. The Finance Committee is in <br />agreement with the amendments to the Ordinance, but asked that staff present <br />the draft of the amended Ordinance to City Council during a study session prior <br />to the 1st Reading of the Ordinance at a City Council Meeting. <br />Penney Bolte, Tax Manager, reviewed point -by -point the proposed amendments <br />under: <br />• Expense Reimbursements - to allow for reimbursement to the City for <br />incurred costs pertaining to review of large amounts of records or <br />performing offsite audits. <br />• Outside Deliveries — in order to qualify for the sales tax exemption for <br />items delivered outside the City, the seller must retain full ownership and <br />liability for all items until delivered to a destination outside the City. <br />• Filing Requirements — would require every business in the City to remit <br />use tax due on the same schedule as sales tax, including zero returns if <br />they had no tax due for their particular filing period. City staff has <br />contacted at least 100 businesses that did not remit a sales /use tax return <br />for 2011. This has resulted in an additional $50,000 of use tax that should <br />have been paid in 2011. <br />• Assessments /Municipal Summons - Municipal Summons would give the <br />City a good tool to collect outstanding taxes before the City turns over a <br />delinquent taxpayer to Boulder County. Certifying the taxes to Boulder <br />County for collection has not always been the most successful. <br />Council was in agreement with the proposed amendments. The first reading of <br />this amended Ordinance will be at the June 5th City Council Meeting. <br />Update /Discussion — Downtown Wayfinding Sign Plan — <br />Presenter: Sean McCartney <br />Presented sign concepts for parking wayfinding. This presentation to City <br />Council is just one of 4 presentations that are planned for the purpose of getting <br />feedback. <br />
