City Council <br />Study Session Summary <br />May 8, 2012 <br />Page 6 of 7 <br />Comments: <br />• Director Kowar asked Council to please notify him when there are areas in <br />the City that should have the snow removed, but have not and he will <br />determine who has responsibility. <br />• Tough to compare costs vs. other municipalities <br />• City Manager Fleming said the City participates in ICMA Performance <br />Measurements, but the comparisons are not always apples to apples. <br />• Add a budget line item in 2013 to allow for residential snow removal — <br />estimates are about $6,000 /year for the new budget line item. <br />• Work smarter — Director Kowar and Operations Manager, Ken Mason, <br />commented about the working smarter approach. <br />• Operations staff handling snow removal work 12 hour shifts. The City has <br />the right amount of equipment and manpower. <br />• Councilmember Jasiak said this makes total sense. Snow removal is a <br />priority for our citizens and this is an opportunity to tie it to the Shops <br />expansion. It's all positive and good to get the information out to the <br />public. <br />• Mayor Muckle agreed that staff's approach is a good one. A suggestion <br />was made to clear all residential streets and staff went out and made it <br />happen. <br />• What about plowing alleys? Operations Manager Mason said the difficulty <br />is the narrow alley and obstructions in the way such as trash cans. <br />City Manager's Report <br />• Reviewed the City Council Advanced Agenda. <br />• Council asked who is on the evaluation committee for the Grain Elevator <br />RFPs, and they are: <br />Heather Balser, Deputy Manager <br />Aaron DeJong, Economic Development Director <br />Troy Russ, Planning Director <br />Sean McCartney, Principal Planner <br />Meredyth Muth, Public Information Manager <br />Jean Morgan, citizen <br />Peter Stewart, Historic Preservation Commission <br />Mike Koertje, Historic Preservation Commission <br />City Manager Fleming asked City Council to trust staff and interested <br />parties to evaluate the proposals. Councilmember Loo asked if there was <br />going to be a public meeting as part of this process and City Manager <br />Fleming indicated that there was not, but the results and the <br />recommendation would come to City Council.
