City Council <br /> Meeting Minutes <br /> June 19, 2012 <br /> Page 16 of 20 <br /> PUBLIC COMMENT <br /> Mayor Muckle called for public comment and hearing none, closed public hearing and <br /> called for Council comment. <br /> COUNCIL COMMENT <br /> MOTION: Council member Keany moved to approve Ordinance No. 1616, Series 2012 <br /> to amend various sections of the Municipal Code concerning sales and use tax <br /> seconded by Council member Sackett. Roll Call vote was taken. The motion carried <br /> 6-0. Absent: Council member Jasiak. <br /> RESOLUTION NO. 36, SERIES 2012 — A RESOLUTION FINDING SUBSTANTIAL <br /> COMPLIANCE FOR AN ANNEXATION PETITION FILED WITH THE CITY OF <br /> LOUISVILLE, COLORADO, KNOWN AS THE KLINE ANNEXATION, AND SETTING <br /> A PUBLIC HEARING THEREON <br /> City Attorney Light explained this resolution introduced the annexation petition by the <br /> applicants and with the passage of this resolution, Council would essentially be setting a <br /> public hearing, at which time they would vote on the annexation. The resolution of <br /> substantial compliance represents the first step in the annexation process. In this step, <br /> the Council must, by resolution, determine whether the annexation petition and map, as <br /> submitted, substantially comply with the statutory criteria for those documents. The <br /> resolution is not a decision on the merits of the proposed annexation or zoning. <br /> Resolution No. 36, Series 2012, if authorized, sets the public hearing date on the <br /> annexation for August 7, 2012. <br /> COUNCIL COMMENT <br /> Mayor Pro Tern Dalton disclosed he met the applicants at a fundraiser and had a <br /> discussion about the application. No details were discussed and he felt it would not <br /> influence his decision on this matter. Mayor Muckle commented he had known the <br /> applicants for years, but did not feel it would alter his decision making. <br /> Council member Sackett moved to approve Resolution No. 36, Series 2012 to set a <br /> public hearing to consider the annexation. Mayor Pro Tem Dalton seconded. All in <br /> favor. Absent: Council member Jasiak. <br /> DISCUSSION/DIRECTION/ACTION —2012 COMPREHENSIVE PLAN UPDATE: <br /> COMMUNITY VISION STATEMENT AND CORE VALUES <br /> Planning Director Russ stated staff is looking for endorsement to proceed with the City- <br /> wide effort to update the Louisville Comprehensive Plan. The Comprehensive Plan is a <br /> significant tool intended to provide general guidance by establishing a flexible <br /> framework of community-based principles, policies and implementation strategies.
