City Council <br /> Meeting Minutes <br /> June 19, 2012 <br /> Page 17 of 20 <br /> Comprehensive Plan integrates and aligns regulations, infrastructure priorities, and <br /> government services with community values, needs and civic priorities. It provides <br /> everyone a voice in envisioning and guiding the City's continual evolution through a <br /> manageable 20-year window. Specifically, the Comprehensive Plan: <br /> • Illustrates a community-based vision. <br /> • Sets the Policy Framework (goals/objectives) for the vision. <br /> • Outlines implementation and ongoing monitoring of the vision through: <br /> Land Development Regulations; <br /> - Transportation Decisions; <br /> Infrastructure Needs; <br /> Capital Investments; <br /> Prioritization of Community Services; <br /> Regional coordination. <br /> The first important step of the 2012 Comprehensive Plan Update is updating the <br /> Community Vision Statement. The Vision Statement provides the aspiration, rationale <br /> and framework on which the community policies and objectives are presented in the <br /> Comprehensive Plan and ultimately should be adopted into regulation in the Louisville <br /> Municipal Code. <br /> The Vision Statement should provide a concise summary of the City of Louisville today <br /> and wishes to achieve in the future and should include: <br /> • Positive Present Tense Language <br /> • Qualities that provide a feeling for the City's uniqueness <br /> • Inclusiveness of the City's diverse population and their aspirations <br /> • A focus on people and quality of life <br /> • A stated time period <br /> The current Vision Statement in the Comprehensive Plan provides good words and <br /> phrases to describe the Community's aspirations; however, they seem poorly organized <br /> and lack cohesiveness. <br /> As a result of staff's outreach to the community, a revised vision statement was drafted. <br /> Planning Director Russ read the vision statement and went over the suggested core <br /> values and asked for a sense of direction from Council. He asked if the items were in <br /> tune with what Council wanted. <br /> Mayor Muckle called for public comment. <br /> PUBLIC COMMENT <br /> Tom Davinroy, 518 W. Sycamore Circle, Louisville, CO thought the order of values <br /> should be based on the citizen survey. Open Space and Community Safety were at the <br /> top of the list for citizens completing the survey. In general, he liked the ideas <br /> presented by staff. <br />
