City Council <br /> Meeting Minutes <br /> June 26, 2012 <br /> Page 3 of 4 <br /> • November 5, 2012 — City Council presented with resolutions to adopt the budget, <br /> appropriate funds and set the mill levy. <br /> 2013 —2017 CAPITAL IMPROVEMENTS PLAN (CIP) <br /> City Manager Fleming reviewed the Capital Improvements Plan, emphasizing the <br /> number of big projects and budget considerations for implementation in the next five <br /> years. He suggested taking each fund and addressing any projects Council members <br /> had questions on. <br /> COUNCIL QUESTIONS AND COMMENTS —After discussion with staff and hearing <br /> comments from the residents present, Council members asked for consideration on the <br /> following projects: <br /> • Include the multi-purpose fields in 2013 or 2014 budget instead of paving the <br /> Sports Complex parking lot <br /> • Include restrooms when multi-purpose fields are added <br /> • McCaslin small area plan - include in 2014 <br /> • Wayfinding to be included in the McCaslin corridor <br /> • Include South Boulder Road wayfinding or/and small area plan in next two to <br /> three years (want attention paid to South Boulder Road) <br /> • Examine options for pedestrian crossing at Dillon and St. Andrews Lane <br /> including immediate short-term options (currently pedestrians are not using the <br /> underpass) <br /> • Safe alternatives for pedestrians crossing Highway 42 to the Sports Complex <br /> • US 36/McCaslin interchange —continue to examine financing options <br /> • Support for the US 36/Davidson Mesa underpass <br /> • Main Street patios— seasonal approach seemed to be preferred along with <br /> including more of Main Street. Concern was expressed over the taking of parking <br /> spaces. <br /> • Delineate the crosswalks in the downtown area to make them more visible and <br /> recognizable as crosswalks <br /> • Look at funding options for South Street underpass—cooperation agreement <br /> with Louisville Revitalization Commission <br /> • Continue to explore options for financing and capacity at water and wastewater <br /> treatment plants after utility study is completed. <br /> • Phase work on compliance with ADA requirements throughout the City facilities <br /> • Golf Course—continue to examine cost effectiveness of City operation <br /> • Look at what makes sense for performance and reasonable payback when <br /> purchasing hybrid vehicles (10% margin not acceptable) <br /> MAJOR BUDGET THEMES <br />
