City Council <br /> Meeting Minutes <br /> July 2, 2012 <br /> Page 3 of 4 <br /> > an urban park type landscape <br /> The Council members and Trustees discussed each option and the impacts on safety, <br /> pedestrians, buses, bicyclists and traffic. Public preference as well as financial impact <br /> was considered on each item. There was discussion concerning whether the visual <br /> impact and consistency to the current pedestrian bridge made sense. <br /> Trustees and Council members directed staff to pursue; an arch design, landscaping in <br /> the medians opposed to on US 36, a midsize barrier height, smaller monuments and <br /> wayfinding as long as they clearly identify each town, and lighting options. Any <br /> additions to the original budget should be kept under$500,000. Staff was encouraged <br /> to look at materials for cost saving and to contact the cities with existing DDI designs for <br /> feedback about what was working and what was not. <br /> US 36 UNDERPASS AT DAVIDSON MESA <br /> Planning Director Russ asked the elected officials to consider the trail improvement of <br /> adding an underpass at Davidson Mesa. He stated this connection would complete trail <br /> connectivity from Waneka Lake to Marshall Mesa and Eldorado Canyon. During the <br /> Phase 2 project, replacement of culverts is occurring and this would be an opportune <br /> time to complete this underpass from the Louisville side to Marshall Road. Coordinating <br /> with Phase 2 causes it to be a much less expensive endeavor. <br /> It was determined the underpass would not connect to land included in the Town of <br /> Superior. Superior officials were supportive of the idea and suggested Louisville should <br /> continue to pursue financing options with Boulder County. <br /> City Manager Fleming commented he and Town Manager Magley, along with the <br /> respective Finance Directors, would look at the overall financing for the bridge and <br /> underpass to bring back to the elected officials. The officials asked the items be <br /> considered separately when looking at financing options. <br /> OTHER ITEMS <br /> Planning Director Russ reviewed Phasing — RFP terminology— <br /> • Base Case — enhancements committed to in Phase 2 <br /> • Enhanced Option — considered an add-on to Phase 2 <br /> • Not included —the enhancement is not considered a part of Phase 2 <br /> He thanked Felsburg Holt and Ullevig for their commitment and great work on this <br /> project. <br />
