Louisville City Council Meeting <br />January 2, 2001 <br />Page 6. <br /> <br />With respect to parking, Wood noted that the Planning Commission asked the applicant <br />to evaluate the 5.0:1000 parking and thus the parking ratios have been reduced to <br />4.0:1000 on each of the lots. The lighting and signs are consistent with Councils request <br />that no lighting or signage will be visible from Highway 42. <br /> <br />Wood addressed the policy issue related to the access easement that was originally <br />platted with The Business Center at CTC and reflects a 20' wide access easement <br />requested by Staff to be dedicated as part of the overall plat. Wood stated that the <br />Howard property is annexed to Louisville and zoned industrial, but is occupied by a <br />single-family residence and has direct access to Highway 42. Wood noted that when The <br />Business Center at CTC was originally platted, it was the intent not to have access to <br />Highway 42, therefore, the Staff has requested the 20' wide access easement. <br /> <br />Wood noted that in conjunction with the Coherent Technologies application and review <br />of Lots 15 through 18, Staff has asked for an additional 8' of access easement to be <br />dedicated to the City. This will allow for a more standard access width, creating <br />additional separation between Coherent Technologies and future access for the Howard <br />Property entrance to the north. Wood stated that the applicant would like to recover its <br />cost for the $8,000 dollar value of the tract, and sell that right of use to future land <br />developers. Wood stated that Staff has encouraged the applicant to dedicate that tract of <br />land to the City as part of the subdivision process to provide adequate access, easements <br />and utilities. <br /> <br />Wood stated that the proposed architecture is compliant with the CDDSG. The building <br />construction is proposed to be of a combination of CMU and brick in varied textures and' <br />dimensions. He noted that the entries are all well identified. <br /> <br />Davidson called for Applicant presentation. <br /> <br />Bob West, OZ Architecture, 1820 Folsom, Boulder, Colorado, stated that they have <br />worked with the Staff and Planning Commission and are excited to bring forward a <br />proposal for the three office buildings. West addressed the grading in the proposal and <br />referenced features in the design. He stated that the parking lots have been pulled to the <br />south and the grading will soften the ridgeway through gentle berming. The proposed <br />grading will screen the parking lots from public view. He reviewed the architectural <br />materials and stated that they are similar in color to Coherent Technologies, therefore, <br />there would be a continuity of material. <br /> <br />West stated that the only issue is the question of the additional 8' wide tract of land to be <br />dedicated as a public access easement and asked that the applicant be compensated <br />accordingly.
