He reviewed that the subject property consists of four platted lots <br />within The Business Center. All lots are zoned as part of the BC at CTC General <br />Development Plan (GDP), which was approved in 1998 and subject to the Commercial <br />Development Design Standards and Guidelines (CDDSG). He noted that the proposal is <br />strictly for offices. Wood stated that the Planning Commission has reviewed the <br />application as a preliminary and a final PUD. The preliminary was approved on July 20, <br />2000, and the final approved on December 12, 2000. <br /> <br />With respect to the site plan, Wood stated that there are three individual buildings <br />designed to function independently, though they share access drives and a storm water <br />detention pond system. They are CDDSG compliant for parking and landscape coverage. <br />Lots 15 and 16 are to be jointly developed, with Lot 16 having only parking. They will <br />be held as a single parcel through a recorded covenant agreement. <br /> <br />Wood reviewed the proposed phasing of the three buildings on Lots 15 through 18, which <br />would be phased from west to east. Plans address the extent of site improvements and <br />landscaping that will be completed with each building. Phase I includes all of the grading <br />and seeding within the easement/outlot along Highway 42, as well as the planting of the <br />tree portion of the plant materials. <br /> <br />Wood reviewed the public use dedication requirement for The Business Center at CTC. <br />He noted a 55-foot outlot and an additional 55-foot conservation easement were granted <br />to the City adjacent to Highway 42. The terms of the dedication do not allow any grading <br />activity within the easement. The subdivision agreement and deed of easement <br />specifically grant Council the ability to amend those terms through a final PUD process. <br />The applicant has proposed grading (primarily gently sloped berming) and landscaping <br />within this area. The berming will screen the buildings from the highway. <br /> <br />Wood reviewed the drainage of the proposal. He noted that the site generally falls from <br />north/northwest to south/southeast, thus retaining walls are proposed in several locations. <br />The walls have been further softened with landscaping. All walls have been limited to 30 <br />inches in height, as recommended by the CDDSG. The walls are tiered and in some <br />cases, double walls go up to the property line, but do not go into the conservation <br />easement. He noted that retaining walls are also located around each of the shared storm <br />drainage ponds. <br /> <br />Wood reviewed the landscaping plan, which is compliant with the CDDSG plant material <br />requirements and is consistent with the Landscape Beautification Master Plan. The <br />architecture has been reviewed and found to comply with the CDDSG architecture <br />standards. <br /> <br /> <br />
