Louisville City Council Meeting <br />January 16, 2001 <br />Page 4. <br /> <br />Sisk asked if it was Staff's recommendation that there be an indication of "strongly <br />encourages" opposed to disallowing the use. Wood stated that Staff has not discussed the <br />use of restrictive language with the Planning Commission. <br /> <br />Sisk stated that he appreciated Staff bringing the amendment to Council's attention. <br /> <br />MOTION: Howard moved that Council approve Ordinance No. 1353, Series 2000, and <br />amendments, seconded by Mayer. Roll call vote was taken. The motion carded by a vote <br />of 7-0. <br /> <br />RESOLUTION NO. 3, SERIES 2001 - A RESOLUTION APPROVING AN <br />INTERGOVERNMENTAL AGREEMENT AMONG THE CITY OF <br />LOUISVILLE, CITY OF LAFAYETTE, CITY OF BROOMFIELD, COUNTY OF <br />BOULDER AND NORTHWEST PARKWAY AUTHORITY <br /> <br />Davidson called for Staff presentation. <br /> <br />City Administrator Bill Simmons stated that Resolution No. 3, Series 2001 approves the <br />Intergovernmental Agreement among the City of Louisville, City of Lafayette, City of <br />Broomfield, County of Boulder and Northwest Parkway Authority. Simmons noted that <br />the Agreement would allow the Northwest Parkway right-of-way to shift north of its <br />currently approved alignment, and also permit drainage and temporary construction <br />easements, which are outside of the standard 300-foot right-of-way width. Additionally, <br />the Agreement calls for $36 million (originally $22 million) from initial Parkway <br />financing proceeds as well as other Authority revenue (future revenue from tolls). $12 <br />million in improvements would be required or used to accomplish the Hwy 42/96th Street <br />connection. Louisville has the option of using the Northwest Parkway Authority <br />contractor for the project or receiving project construction funds. <br /> <br />Simmons stated that the Agreement further states that an additional $10 million will be <br />made available to the participants from Authority revenues on or before December 31, <br />2008 for acquisition of permanent open space or conservation easements within the plan <br />area. Of this $10 million, Louisville, Broomfield and Boulder County will each receive <br />$3 million. These funds may be also used for reimbursement of expenditures made by <br />any of the parties for previously acquired open space. This money is in addition to the <br />$10 million committed by the Authority from initial Parkway financing proceeds. <br />Simmons circulated copies of the final copy of the Northwest Parkway Agreement. <br /> <br /> <br />
