Louisville City Council Meeting <br />January 16, 2001 <br />Page 3. <br /> <br />the PUD process based upon architectural and site development context. <br /> <br />Section 7.4 Sign Illumination requires that, when using an internally illuminated sign <br />cabinet, only that portion of the sign face dedicated to the trademark or lettering may be <br />translucent or back-lit. The balance of the sign face may not emit a light source. The <br />CDDSG strongly encourages the use of individually cut, back-lit letter signs as a <br />guideline, rather than internally illuminated sign cabinets. <br /> <br />Section 7.4 Allowable Sign Types requires that a monument sign incorporate the sign <br />face into the base of the sign with an architectural border. This provision is <br />recommended to avoid having nothing more than a sign cabinet mounted on a masonry <br />base. The architectural border would not be counted against the allowed sign area. <br /> <br />Wood stated that the Planning Commission held public hearings on December 12, 2000 <br />and January 9, 2001. Based on research provided by Staff pertaining to potential <br />limitations on logo character heights, the Planning Commission recommended that the <br />limitation on logo heights be the same as that for letter heights. The Planning <br />Commission recommended that references to "letters" be modified to "characters" <br />in Ordinance 1353 and the CDDSG and that "characters" be defined as follows: "A <br />character includes an), graphic symbol used for sign text, including but not limited to <br />letters, numbers and logos, provided that any character used for sign text must be part of <br />the name, service mark. or trademark of the company or business." The Planning <br />Commission recommends support of Ordinance No. 1353, Series 2001 with the amended <br />language defining "characters". <br /> <br />Davidson opened the public hearing and asked if anyone in the audience wished to speak <br />for or against Ordinance No. 1353, Series 2000. Hearing none, Davidson closed the <br />public hearing. <br /> <br />COUNCIL COMMENTS <br /> <br />Sisk asked Planning Director Wood for clarification of the language in Section 7.4. (C), <br />which referenced the back-lit character. He asked for the reason the language stresses <br />"strongly encourages" instead of "shall be used." Wood stated that the wording is <br />currently used in the CDDSG. <br /> <br />Sisk asked if a box sign has been allowed in the past. Wood stated that one has not been <br />approved through a PUD process for a few years. He stated that the basis for the change <br />is the Lowe's illuminated cabinet sign. <br /> <br />3 <br /> <br /> <br />
