Public and private recreational uses not requIring <br />permanent or temporary structures designed for human <br />habitation, such as parks, swimming areas, golf courses, <br />driving ranges, picnic grounds, wildlife and nature <br />preserves, game farms, fish hatcheries, shooting preserves, <br />target ranges, trap and skeet ranges, and hunting, fishing <br />and hiking areas; and <br /> <br />4. Utility facilities, such as flowage areas, transmission lines, <br />pipelines, water-monitoring devices, streets and bridges. <br /> <br />B. Any open use permitted by this section which requires fill, <br />excavation, temporary or permanent structures associated with <br />any such open use shall be considered a restricted use, shall <br />require a floodplain development permit, and shall be subject to <br />the provisions of 17.56.160. <br /> <br />C. A floodplain development permit shall be required for all uses <br />permitted by subsection A. of this section. <br /> <br />17.56.160 Flood regulatory district -- Regulations. <br /> <br />The following regulations shall apply in the flood regulatory district <br />and all areas of special flood hazard. <br /> <br />A. Flood District - Encroachments. The cumulative effect of any <br />proposed development, when combined with all other exiting and <br />anticipated development, shall not increase the water surface <br />elevation of the base flood more than one foot at any point. <br />Certification by a registered professional engineer stating that any <br />encroachment shall not result in such an iricrease in flood levels <br />during the occurrence of a hundred-year flood shall be required. <br /> <br />B. Structures. <br /> <br />1. Structures will have a low flood-damage potential. <br /> <br />2. The structure or structures, if permitted, will be <br />constructed and placed on the building site so as to offer <br />the minimum obstruction to the flow of floodwaters. <br />Whenever possible, structures will be constructed with the <br /> <br />12 <br />
