<br />Louisville Revitalization Commission <br />Meeting Minutes <br />December 9, 2004 <br />7:30 AM <br />City Hall <br />749 Main Street <br /> <br />Commission Members Present: <br />Mayor Chuck Sisk, Clair Beckmann, Rob Lathrop, Michael Reis, Bob Tofte <br /> <br />City Representatives: <br />William Simmons, Heather Balser, Kenneth Johnstone, Paul Wood, Patty Leslie. <br /> <br />I. Roll Call <br /> <br />II. Approval of Agenda <br /> <br />III. Consent Agenda <br />Approved November 18, 2004 Minutes <br /> <br />IV. Public Comments <br />Jean Morgan, a resident living within the Highway 42, and Michael Deborski, <br />a business owner within the Highway 42 area were present at the meeting. <br />Andy Rice, a resident living on the west side of the tracks on the comer of <br />Caledonia and From Street was also present. <br /> <br />V. Reports of Commission <br />Mayor Sisk reported on an article in the Rocky Mountain News discussing the <br />Metro Mayors Caucus program to provide bonding for affordable housing <br />programs/units around transit centers. <br /> <br />VI. Business Matters of Commission <br />a. Financial Briefing - Dee Wisor, Bond Counsel, and Jim Manire, <br />Financial Advisor. Dee Wisor gave a brief presentation on the <br />legal parameters for funding infrastmcture within the Urban <br />Renewal context and Jim Manire spoke to the administrative <br />process for Tax Increment Financing (TIF) and/or bonding. <br />They both discussed redevelopment projects they are currently <br />involved with that utilize TIF. <br />b. Discussion with Ann Ricker, Leland Consulting Group, on the <br />Conditions Survey - Ann was unable to attend but will give an <br />update on the Conditions Survey at the next regularly scheduled <br />meeting. <br />c. Planning/Development Update on Rezoning/Design Guidelines <br />and Environmental Assessments in the Highway 42 Area - Ken <br />Johnstone, Principal Planner gave an update. The <br />
