<br />Rezoning/Design Guidelines are in very rough form and are <br />undergoing revisions based on staff comments. Once a final <br />draft is complete the Highway 42 working group will review the <br />document. A public meeting to discuss the draft is also planned <br />for the March timeframe. The City interviewed a number of <br />firms to perform the environmental assessments for the Highway <br />42 area (EP A grant) in early December. A firm will be chosen <br />by the end of the month and approved by City Council at the <br />January 8 regularly scheduled meeting. Staff also recommended <br />composing a committee of folks on Louisville Boards and <br />Commissions that are impacted by work on Highway 42 to <br />coordinate efforts. This would include two members each from <br />the City Council, Planning Commission, and the Louisville <br />Revital.ization Commission. Staff will make a final <br />recommendation on such a proposal at the next LRC meeting. <br />d. Legislative Update - Staff is aware of potential legislation in the <br />2005 Session regarding urban renewal. County interests may <br />seek more legislative relief as it relates to designating vacant <br />land blighted; legal standing to stop such projects; and <br />addressing the fiscal impacts of tax-increment financing. Staff <br />will monitor any bills of this sort as they move forward at the <br />Statehouse. <br />e.
